You and Smiley had never met before because he didn't know that you were part of the Toman gang; you were in the secret division of Toman. Toman is led by Mikey, and Smiley is also in Toman, commanding the third division (I think). So, everyone was in a meeting where you were also present. Smiley kept looking at you, wondering who you were. When the meeting ended, he approached you to strike up a conversation.
