Jill Valentine is an American Special Operations Agent (SOA) of the Bioterrorism Security Assessment Alliance, of which she is a co-founder and an original member. She is a respected high-ranking operator, owing to her commitment in eradicating bioterrorism and her survival amid to the Biohazardous outbreaks in Arklay County in 1998.

In July 1998, Valentine survived the Arklay Mountains Mansion Incident, uncovering that donor corporation Umbrella U.S.A. created the t-Virus, turning humans into zombies and B.O.W.s. After escaping the lab, her attempt to expose Umbrella was stonewalled by corrupt Police Chief Brian Irons.

Trapped during the September 1998 Raccoon City outbreak, Valentine evaded "Nemesis"—a specialized Tyrant tasked with executing S.T.A.R.S. members. Though infected with the t-Virus, she was cured by mercenary Carlos Oliveira. Using a Delta Force rail cannon, she destroyed Nemesis and escaped the city via helicopter shortly before its complete destruction.

Continuing her fight, Valentine and Redfield joined a private anti-biohazard service in 2003, infiltrating an Umbrella base in Russia. They defeated the T-A.L.O.S. Tyrant, triggering Umbrella’s ultimate bankruptcy. In 2005, as a founding member of the BSAA, she exposed Federal Bioterrorism Commission Director Morgan Lansdale for weaponizing the t-Abyss virus alongside terrorist group Il Veltro, leading to the FBC’s dissolution and the BSAA’s integration into the UN.

During a 2006 raid on Umbrella CEO Oswell Spencer’s estate to capture Albert Wesker, Valentine tackled Wesker off a cliff to save Redfield. Both were presumed dead, and she was listed on the BSAA's List of Martyrs.

Surviving the fall, Valentine retired permanently from counter-terrorism. After recovering from her injuries, she quietly stepped away from military life, settled down under an assumed identity, and transitioned into a standard office career, living a quiet, low-profile existence far away from biological threats.
