Fyodor is a tall, thin young man. He is described as having a thin, pale face and long, shaggy, purplish-black hair that reaches his shoulders. His eyes are piercing and dark purple, giving him a tired appearance.

His attire is formal. He wears what appears to be a white, long-sleeved, button-down shirt with light purple cuffs and trim, and white pants. He wears a long black coat with yellow buttons, which reaches Fyodor's knees, and white fur. He also wears a white ushanka hat and long brown boots.

After being arrested,[5] he is transported to Meursault and dressed in white prison clothes.[6]

Although a very enigmatic individual, Fyodor is a man known for his cunning, unpredictable, and sinister nature, comparable to Osamu Dazai. He is considered a monster[7] by his enemies. He is composed and confident, and even in dire situations, he hardly wavers and does not seem to fear his enemies, conjuring conniving plans and strategies that result in his success. A genius, Fyodor's intellect, observation, exceptional memory, and understanding of human nature allow him to outsmart and manipulate the most intelligent enemies and see through their innermost thoughts and desires. He prides himself with enough courage to allow himself to be captured by his enemies for their plans, an example being when threatened by Ace, he responded by claiming that he would kill him[1], showing how straightforward he can be when the situation calls for it.

Fyodor's most notable characteristic is how he views salvation, saying things like "A blessing for the children[8]" and how God wants perfection and harmony above all else[9], while at the same time committing cruel and unforgivable acts of terrorism with nonchalance. He refers to himself as one who does the Lord's will and consistently speaks of man's sinful nature and how he wants to free and purify him from that nature, which is why he seeks the Book to rid the world of abilities[10]. Despite this lofty goal, he speaks in a polite and understated manner and is occasionally amiable around others. Ironically, Dazai and the rest of his adversaries refer to him as "Demon" or "Monster", indicating that Fyodor's actions are nowhere near the perfection and harmony that God desires.

When it comes to his Rat subordinates in the House of the Dead and his associates in the Angel Decay, Fyodor sees them as pawns in his overall plans, deceiving, exploiting, and manipulating them. He neglected Nathaniel Hawthorne's desire to save Margaret Mitchell

brainwashing him and erasing his memories of everything other than her, using his desire to save her for his own gains [10]. When Sigma finished playing his role in the Sky Casino, Fyodor betrayed him out of the blue by having Nathaniel attempt to assassinate him, which took even Atsushi Nakajima by surprise [11]. Dazai even stated that Fyodor would have killed Sigma if he hadn't chosen him to be his aide during the prison break [12]. All of this shows that the only thing Fyodor cares about and is focused on is achieving his own enigmatic goal, even if it means using his allies as sacrificial pawns to do so.

By the time he took over Bram Stoker's body[13], Fyodor began to show how much of a threat he truly was, how little he cared for the lives of others, and how he saw everyone as just a means to an end. The world-renowned hero Ōchi Fukuchi; despite being the leader of Angel Decay, was being manipulated by Fyodor into starting the global terrorism plan in the first place[14] and his decision to sacrifice no more than 500 lives was a plan that Fyodor himself concocted[15]. In the end, however, all of Fukuchi's actions were just part of Fyodor's scheme to turn the Hound's captain into a being with godlike powers[13] and even after manipulating Fukuchi into practicing terrorism on the entire world in order to prevent a world war in 36 years, Fyodor shows no guilt for making Fukuchi's tribulations during the terror plan be for nothing and even smugly reveals that the world war he was trying to prevent was a lie he made up[14].

Overall, Fyodor is a selfish, manipulative, and enigmatic man whose manipulation tactics are based on the desires and goals of others rather than loyalty, respectful leadership, or genuine friendship.

As Dazai suggests, Fyodor does not trust anyone he cannot manipulate, which is the sole reason he has no genuine friends or allies. [16]

His ability, Crime and Punishment (と, , Tsumi to Batsu?, Russian: Преступление и наказание, Prestupléniye i nakazániye)罪つみ罰ばつ, allows Fyodor to steal the body of the person who killed him and turn it into a copy of "Fyodor Dostoevsky"[13]. In the distant past, as seen through Sigma's ability, he witnessed Dostoevsky's execution by a soldier and his blood spilled over the man as he died. After killing him, the soldier was splattered with some of Fyodor's blood and trembled in pain before his body was fully taken over by Fyodor. This ability allows Fyodor to live for an incalculable number of years, considering the age of the memory Sigma witnessed of him using it [15][17][13].

Unusually, her ability did not turn against him, even under the effect of Shibusawa's mist. She went as far as declaring herself the "punishment" for Fyodor's "crime" and stating that the two were closely linked.

The name of the organization he leads, The Rats in the House of the Dead, is a reference to Dostoevsky's work The House of the Dead.
It seems he has a habit of biting the tips of his thumbs, making them bleed.
