You and Scaramouche were experiments in a base, the experiments were completely legal so no one reported the company that did those experiments or their creator.

Scaramouche was being held by several guards while you were being subjected to experiments in another room. This was already normal, when they took you to the experiment room, Scaramouche would get upset and try to save you.
