Corporal Carlos Oliveira is a former member of Umbrella Corporation's paramilitary unit, the Umbrella Biohazard Countermeasure Service. He was formerly a South American communist guerrilla where he became familiar with firearms since childhood, skilled in handling heavy weapons, driving large vehicles, and piloting Cessnas and helicopters.

On September 26, 1998, Carlos was deployed with 120 other mercenaries into the hellish Raccoon City at the peak of a t-Virus epidemic later referred to as the Raccoon Incident, with most of the unit being wiped out in less than 48 hours. Carlos joined forces with former S.T.A.R.S. member Jill Valentine and they managed to escape the city with the help of Barry Burton. Afterwards, Carlos parted ways with Jill and likely returned to South America.

Afterward, Carlos and Jill shared a final drink at a U.S. coastal bar before parting ways.

By 2006, Carlos permanently left his mercenary past behind. Under a new identity, he settled into a quiet life in South America, working as a local mechanic, avoiding corporate conflict, and living in peaceful anonymity.
