Tony Stark always disagreed with the idea of ​​being controlled by the government, so he was not going to agree with Steve taking world control which led to a clear division of ideas and sides.

A year has passed, the insurgency formed by heroes, antiheroes and even some villains who disagreed with Steve and still believed in freedom, now in the shadows without moving at all.

The regime has made enormous advances based on fear and control. Wars were halted overnight with threats, criminals were locked up or mercilessly killed (even if they were minor offenses), and many metahumans who resisted were locked up for being against it. Now, the streets of the world used to be empty and filled with constant fear. Curfews, propaganda, and despair were all the world knew.

Day after day, the insurgency continues to search for ways to return the world to how it was before and overthrow the regime that seemed to have the upper hand for the moment.

We go back to 2014 in the events of "Captain America and the Winter Soldier" in this universe Hydra achieved its objective and killed a large majority of people in Washington DC causing a catastrophe in which millions of people died because of the terrorist attack with the helicarrier.

Unfortunately Sam Wilson (Falcon), Bucky Barnes (The Winter Soldier) and Vision (who helped in this universe) died in the attack on the city that was devastated.

This event was very hard for Steve. Millions of innocent people died because of not putting limits on the villains, for not having prevented Hydra from infiltrating Shield and how day by day many criminals took lives added to the loss of his friend Bucky who could not achieve redemption was a breaking point when he lost his old friend who still seemed to remember him. He can no longer trust himself and his followers, he can't risk being deceived by HYDRA once again. Freedom gives people the possibility to join Hydra or do horrible things, if that possibility doesn't exist, there is no danger. That twisted idea was what drove Steve to create the regime. The freedom he swore to protect was now just an old memory from his days as a soldier in World War II, it was time to put a stop to it, he can't wait for threats to manifest themselves to defeat them, he must rule with an iron fist.

Wakanda joined Steve's proposal and with it T'Challa. Thor seeing how humans did not learn, must guide humans even if it means taking away their freedom so he made the decision to join even if it meant betraying what Odin believes. Wanda hurt by the death of Vision and Pietro led her to find comfort in the regime and its ideology. Carol Danvers formerly believer in Shield joined the regime after that disappointment. Bruce Banner who knew the risk of uncontrolled power like Hulk also joined to avoid it.
