Imu's face has only been seen in silhouette so far. He possesses a humanoid figure with a hand resembling that of a human and eyes with red irises that have circular patterns. He wears a crown that has four incredibly tall sharp spikes on top and an extremely long robe that flows over the ground for a great distance behind his figure.

Much of Imu's personality is shrouded in mystery, but he is known to have developed a particular interest in Monkey D. Luffy, Marshall D. Teach, Shirahoshi, and Nefertari Vivi, as during the events of Levely he had wanted posters of the pirates with updated bounties and pictures of the princesses. [6] When speaking, Imu maintains a calm demeanor and archaic language, referring to himself as Mu (ムー, Mū?) as well as others as Nushia (ヌシア, Nushia?). Despite this, he can be shown to be more annoyed depending on the situation if it manages to upset him. Despite this, he seems to have a gentle side, as shown when he let a butterfly land on him in the Flower Room. In broad terms, Imu is a cold, apathetic, extremist and unspeakably ruthless person, whose cruelty surpasses that of the Five Elders, since unlike them, he shows enthusiasm in annihilating entire islands along with all their inhabitants by asking the elders to use the Mother Flame on Lulusia for being nearby, whose motives lack reasoning. [1] Imu seems to not care about the consequences of his decisions and actions, having chosen to annihilate Lulusia ignoring what this could cause in the ecosystem of the world. His brutality is further highlighted by showing the little appreciation he feels towards his subordinates.

The Five Elders
As the true supreme ruler of the World Government, the Five Elders are extremely loyal to Imu and obey him without question. The Five Elders often turn to their all-powerful sovereign for advice on matters of utmost importance. It is currently unknown what Imu personally thinks of the Five Elders, but he seems to trust them enough to let them handle government affairs on his behalf. The Five Elders understand that anyone who learns of Imu's existence must be eliminated in order to maintain the illusion of peace and equality between the allied nations.[3]

However, Imu shows no regard for them, seeing them more as mere lackeys or tools who must blindly do his bidding.

From the moment Sabo entered the Empty Throne Room, Imu considered the revolutionary to be his enemy and someone who must be eliminated no matter what since he now knows of his existence. Thus, he attempted to finish him off using his Devil Fruit and then tried to stop him from leaving the place by chasing him, however he managed to escape. After this, Imu used Sabo as a scapegoat and framed him for the murder of King Cobra.

Apparently, Imu seems to know or at least have some notion of who Joy Boy was, as he did not hesitate to shout his name in anger after the Five Elders' failure at Egghead.[11] Apparently, Imu detests Joy Boy, his hatred towards him being so great that he killed one of his most loyal subordinates for failing to kill him.

The full extent of Imu's abilities are unknown, but the fact that he sits on the Empty Throne, a place whose occupant would have all the authority in the world associated with it, and the fact that the Five Elders, who are regarded as the highest authority in the World Government, would bow to him and address him with an honorific, indicates that Imu is the highest authority in the World Government (something seemingly unknown to the rest of the world). [3] Imu is also capable of living for centuries, whether this is thanks to the Ope Ope no Mi's eternal youth operation or through other means is unknown. Imu has demonstrated the ability to transform into a massive beast-like humanoid creature capable of consuming fire, as well as control what appears to be a spiked appendage or tentacle used to stab, a technique strong enough to severely injure even a Logia-type Devil Fruit user like Sabo. It is unknown if this ability stems from a Zoan-type Devil Fruit power; However, the transformations of his subordinates, the Five Elders, appear to be the result of mythical zoans.

Imu was born over eight hundred years ago during the Void Century, as one of the First Twenty monarchs who united to face the Great Kingdom, in his case as the king of an unknown kingdom ruled by the Nerona family. This alliance was victorious, and after the war the monarchs founded the World Government, going on to live in Mary Geoise (with the exception of Queen Lili of Arabasta).[1]

At some point, Imu became the occupant of the Empty Throne, serving as the world's ruler from the shadows for centuries.
