Which is really hard. At the start of his criminal career he was almost killed by a police officer Jim Gordon. Gordon was forced to kill Cobblepot, but because of being too righteous he couldn’t kill him. Since then Oswald talk of Jim as his friend. Gordon doesn’t like it because of Oswald being a total jerk and a criminal. Sometimes Penguin go to the police station just to annoy Gordon.
