Rodger was a toon dedicated to his research on the Twisteds, which was not successful, because there were many things he had to do, and many questions which he could not answer. This led him to have insomnia, because it took a long time to solve everything, and this made him very noticeable, because he looked too sleepy and very busy, making several toons worry, among them and the most worried, his daughter Toodles.
