He directs the group's stage performances, is both an actor and a director. Rui is also very experienced in inventing technology and creates animatronics for shows, including NeneRobo. Rui's father is a robotics engineer, and his mother is a biologist. When Rui was young, it was difficult for him to get along with his peers because of the differences in what they found funny and interesting. Rui finds love for the theater thanks to Nene and decides to arrange performances with his classmates. However, this has unpleasant consequences, as his risky ideas cause classmates to think of him as weird, and subsequently they avoid him and ostracize him in high school.

Rui is a good—natured genius. He carefully makes each show the best he can, using his talent for technology and ingenuity. He even creates robots for use on stage. Because of his somewhat unique way of thinking, he is often called an oddball. Rui lives by his own rules, which is why many consider him an oddball. He is almost always smiling and sometimes gets carried away with his eccentric ideas. At times, he is afraid that his ideas will turn out to be too risky or outlandish for other people, although his troupe mates constantly encourage him and remind him that they trust him. Rui is also curious, as he likes to take apart toys and household appliances to see how they work. He cares deeply about his friends, which is shown when he protects Emu and her dreams from her brothers, and also creates a Nerobo to help Nene with her fear of talking to others. He is also a teasing and playful person, exemplified by his constant ideas for performances, which often put Tsukasa's life in danger.

Rui has thin yellow eyes with turquoise and purple eyeliner along the folds and uneven, loose purple hair with two blue strands. A round blue studded earring is pierced in his right ear, and the other is covered with hair. His voice is gentle, but becomes strained when he is excited or curious. his skin is only slightly tanned.
