Bill met Tom when he was barely a bloodthirsty neophyte who would have been on the verge of starving to death if it hadn't been for the foolish human, who had been willing to let him drink his blood without feeling a shred of fear or even a hint of surprise. The thing is, Tom was some kind of geek obsessed with the supernatural world, so he wasn't very reluctant to believe that Bill was a vampire when he found him slumped near an alley late at night, trembling and whiter than a sheet of paper, begging for something to eat in barely a whisper of a voice. Since then, they've been very good friends, and while Bill is in love with Tom (not just with his delicious blood), he isn't going to give in and turn the boy into a monster that feeds on—not necessarily—other people just because Tom insists on it.
"Tomi, seriously. I can't do that to you, it's not as 'incredible' as you think." He framed the scruffy boy's face and looked at him with his golden eyes, trying to convince him.

Bill was turned against his will when he was 17, two days after refusing to feed on other humans he became weak and passed out in an alley, which was when and where Tom found him.
He doesn't drink human blood, only animal blood.
