Kagura was born as an extension of Naraku, along with her "sister" Kanna, to be his servant. Soon, Kagura begins to yearn for freedom, like the wind, and to betray Naraku, but this is impossible for her, as Naraku possesses her heart. For this reason, she remains under his command, yet constantly attempts to betray him, such as when she tries to get Sesshōmaru to receive Shikon Jewel shards from her or when she conceals having seen Inuyasha in his human form. Kagura seems to have feelings for Sesshōmaru, which is evident in their encounters. Naraku decides not to kill Kagura, stating that she is useful. And so, Kagura continues to obey Naraku's hateful orders.

Kagura is primarily portrayed as inhospitable, calculating, and cunning. She allows events in the story to unfold in her favor, unconcerned with the well-being of others, simply rising toward her goal of destroying Naraku to be as "free as the wind." She is a keen observer and dislikes losing due to her confidence in her abilities, as shown when Inuyasha uses his Wind Scar and temporarily defeats her. However, she is generally quite reasonable in everyday life, speaking calmly with Kanna and Kohaku, and expressing dislike for Goshinki's sadistic and unnecessarily destructive behavior, while showing no ill will toward Jaken or Rin. Nevertheless, Kagura possesses a short temper. She yells at Sesshomaru and, when given the opportunity, attempts to kill Naraku or Hakudoshi herself. He also shows a friendlier side to Kohaku and apparently develops feelings of love towards Sesshōmaru, in fact being the only one present at the time of his death, since upon seeing him for the last time, he gave a smile of relief.

Kagura dislikes being manipulated. When Naraku first sends her to kill Koga's comrades and she nearly dies at Inuyasha's hands, she is furious that he tricked her like that. Furthermore, when Hakudōshi sends her to the gate guarded by Gozu and Mezu and she is almost turned to stone, she tries to kill him for toying with her life, to which Naraku responds by squeezing her heart.

Kagura shares some personality traits with Naraku; one could say she is his stepfather, having been created by him. These traits include the ability to manipulate others for personal gain, ironically with the ultimate goal of killing Naraku, whom she openly despises. In fact, Kagura's objective is to become independent and free from Naraku's control. This is evident several times, such as when she lets Inuyasha escape, keeping him alive in the hope that he can kill Naraku someday. She also asks Sesshōmaru for help in killing Naraku, and even steals Koga's shards at one point, intending to use their power to kill Naraku herself.

Kagura has pointed ears, red eyes, and long, dark hair held in a ponytail adorned with a feather. As seen in almost all of Naraku's manifestations, her back bears a spider-shaped scar, a reminder that the thief Onigumo and Naraku are one and the same. Her attire consists of the traditional Kagura dancer's kimono. Initially, she wore a coat with embroidered blue floral patterns. After her first encounter with Inuyasha, Kagura wears a white kimono with crimson purple. When fighting, Kagura usually removes the right side of her kimono to move more easily. In total, Kagura has changed her outfit three times.
