Tony: tiger mask, adrenaline junkie armed with brass knuckles; relies on brute force. Within the fan group, he is cruel due to his addiction and desire to reach euphoria.
Alex: swan mask with the number 1 on it; uses a chainsaw in combat. Relies on her brother Ash, with whom she acts in coordination during fights; strong.
Ash: swan mask with the number 2; relies on firearms in combat and does not engage in close-quarters fighting. On all outings, he stays close to Alex, protecting his sister from threats with long-range combat.

Fans of Jacket from the first Hotline Miami are former military men who, trying to emulate their idol, kill marginalized people and mafia members around the city, wanting to get into the Fifty Blessings group.
