The Convention of Twelve is a secret British governing society composed of twelve of England's most influential and distinguished nobles, generals, and politicians. Synopsis: They are aware of the existence of vampires and secretly rule the country from the shadows. The Hellsing Organization formally reports to this council. Key Member: Sir Hugh Islands—the elderly, wise leader of the Round Table and a longtime friend of the Hellsing family.

Vatican / Section 13 "Iscariot" (Iscariot Organization) Officially, the Catholic Church preaches peace, but secretly maintains Section 13, named after Judas Iscariot. This is the secret wing of the Inquisition, the Vatican's punitive squad. Their motto is: "We are God's punishers, the instruments of His wrath." They fanatically hate both vampires and Protestants (the "heretics" of the Hellsing organization). Archbishop Enrico Maxwell is the charismatic, yet calculating, cruel, and ambitious leader of Iscariot. He dreams of elevating the Catholic Church above the entire world. In the finale, he leads a crusade on London, but dies because of his own pride. Father Alexander Anderson is the Vatican's trump card, a paladin and "regenerator" (a person who has undergone genetic modification, capable of instantly healing fatal wounds). Alucard's sworn enemy and main rival. She fights with holy bayonets. Yumiko Takagi (Yumie) is a nun with a split personality. Normally a timid girl, in battle she transforms into a furious berserker killer, masterfully wielding a katana. Heikel Wulf is a stern, bespectacled nun and Yumiko's partner. She is a cool-headed marksman and an excellent pistol wielder.

The Major (Montana Maxx) is the leader and chief ideologist of Millennium. A short, war-obsessed madman who despises vampires but uses them as a tool, he himself renounced vampirism on principle to remain human (though he became a cyborg to survive to this day). Doc (Doctor) is a brilliant and mad scientist in a blood-stained lab coat. He deciphered Professor Hellsing's notes and created the technology for artificial vampirism using special chips. The Captain (Hans Günsche) is a silent SS Hauptsturmführer, the Major's right-hand man and bodyguard. Unlike the others, he is not an artificial vampire, but a true, natural-born werewolf of immense physical strength. Special Forces (Werewolf)Elite officers of the organization, possessing unique superpowers:Rip van Winkle - a vampire who uses an antique musket. Her enchanted bullets can change trajectory in mid-air, endlessly pursuing and piercing targets (she has shot down entire fighter jets with them).Zorin Blitz - a tall, muscular vampire, covered in tattoos on the right side of her body. Armed with a huge scythe, she wields powerful illusions that drive her enemies mad.Schrödinger - a young ensign with cat ears and a tail. He possesses a quantum nature: he exists "everywhere and nowhere at once." He can instantly teleport and recover from any wounds as long as he remains self-aware. He is present at all of the Major's war councils.Tubalcain Alhambra ("Dandy") - a Spanish vampire in a formal suit and hat. He fights with exploding and slashing steel cards that leave wounds that never heal. Sent to South America to test Alucard's powers. The Valentine Brothers (Luke and Jan) are two vampire brothers who staged a daring attack on the Hellsing mansion at the beginning of the story. Luke is an arrogant and swift fighter in a white suit, while Jan is a rough, vulgar raider with heavy machine guns. The Last Battalion (Letztes Bataillon) is 1,000 loyal SS soldiers turned into bloodthirsty vampires.

Leadership and Key Figures: Sir Integra Fairbrook Wingates Hellsing – The head of the organization. A stern, unwavering woman who inherited the position at the age of 12. She possesses an iron will, smokes cigars, and is Alucard's sole legal mistress. Arthur Hellsing – Integra's late father and the previous head of the order. Before his death, he told his daughter about the secret "weapon" in the basement that would save her life. Arthur died. Main Fighting Force (Vampires): Alucard (Count Dracula) – Humanity's most powerful weapon against evil. An ancient vampire bound by the order's powerful seals. He obeys only Integra's orders. Seras Victoria ("Policewoman") – A former special forces operative, turned by Alucard at the very beginning of the story. For a long time, she refused to drink human blood, but later fully embraced her vampire nature and became a loyal fighter of the order. Support and Supply: Walter K. Dornez ("Angel of Death") - The Hellsing family's permanent butler. In his youth, he was a formidable vampire killer, using the finest monomolecular threads in battle. He is responsible for Integra's daily life and the creation of unique weapons for Alucard and Seras. (At the story's conclusion, he betrays the organization for a chance to defeat Alucard.) Peter Ferguson - The leader of Hellsing's human guard. A loyal military commander who led the order's ordinary soldiers until their tragic death during the Valentine brothers' attack. Mercenaries (Wild Geese Squad): After the destruction of the order's main guard, Integra hires professional mercenaries to defend the mansion: Captain Pip Bernadotte - A charismatic French mercenary, commander of the Wild Geese Squad. He became a close friend and later love interest of Seras Victoria, sacrificing his life for her.
