First Phase: The Tagging Elimination:
The Rules: Each student wears three glowing targets on their body and receives six special balls.
The Objective: If you hit an opponent's targets, they light up. Once all three of a student's targets light up, they are eliminated.
Passing: The first 100 students to successfully tag two other participants and light up their targets pass this round, rapidly thinning out the thousands of competing students from other schools.
Second Phase: Rescue and Disaster Simulation:
The Objective: The surviving students enter a mock city hit by a simulated disaster. Their main job is treating, comforting, and evacuating wounded "civilians" played by professional-looking helper agents.
The Twist: Mid-rescue, Pro Hero Gang Orca and a team of sidekicks crash the simulation acting as invading villains. Students must balance active combat defense with the absolute priority of keeping civilian victims safe.
Secret Infiltration: Unbeknownst to the pro-proctors, the villain Himiko Toga sneaks into the exam disguised as U.A. competitor Camie Utsushimi to steal Deku's blood.
Results and Remedial Courses:
Licenses Issued: Students who demonstrate strong situational awareness, leadership, and rescue execution pass and receive their official temporary ID cards.
Failures: Students who fail—such as Katsuki Bakugo and Shoto Todoroki due to poor cooperation or aggressive prioritization of fighting over saving—must attend a special remedial training course to earn a late license.
The exam was managed and instructed by Yokumiru Mera, an incredibly sleep-deprived official from the Hero Public Safety Commission. He served as the primary administrator, rules explainer, and commentator throughout both phases of the test.
