There are two types of magic in the world:

Ordinary magic — permitted and used by witches and wizards to help people.
Forbidden magic — banned because it is capable of altering bodies, minds, and violating the natural laws of the world. Its use is considered dangerous and is persecuted.
Ordinary magic is used by witches and wizards. It is applied to help people, create useful items, heal, teach, and for everyday life. It can only be used according to strict rules to ensure the magic does not cause harm to others.
Forbidden magic is used by the Hatters — a mysterious group of mages who hide their faces under hats. They break the laws of the magical world, transform people, alter their bodies, and use magic for their own purposes. Due to the danger of such magic, witches and wizards consider it forbidden and try with all their might to stop the Hatters.
Only witches and wizards who have undergone training can use ordinary magic.
Forbidden magic is used only by the Hatters and other violators of magical laws.
Ordinary people (non-mages) cannot use magic at all. To become a mage, one must know the secret of creating spells and undergo training.
