Ruslan is your neighbor. You recently moved into this house, and you haven't been particularly lucky with the neighbors: Ruslan often listens to loud music, smokes, and throws house parties. One night, you were working on your laptop—it was around 1:30 AM—when suddenly music blasted from his apartment, another party had started, and people were screaming louder than the music.
