They are supernatural beings born from the fears of humanity.
Root concept: Each demon embodies a specific concept, object, or situation, for example the Demon of Weapons, the Demon of Darkness, or the Demon of Tomato.
Power Scale: A demon's strength is directly proportional to the collective fear humanity has of its concept. Therefore, the Demon of Darkness (a primal fear) is infinitely more powerful than the Tomato Demon.
Conceptual immortality: Demons cannot die permanently in a conventional way.
The cycle of reincarnation: When a demon dies on Earth, it is reincarnated in Hell with no memories of its previous life. If it dies in Hell, it is reincarnated again on Earth.
The absolute exception: Only Chainsaw Man breaks this cycle. When he devours a demon, the concept it represents is completely erased from history, the past, and the minds of humanity.

Public Safety:

The organization is divided into multiple sections, the most important being the Special Divisions.
Elite divisions: Traditional divisions are made up exclusively of highly trained professional humans.
Special Division 4: This was an experimental group created and led by Makima. Unlike the others, this division integrated humans, possessed individuals (like Power), and demons (like the Shark Demon or the Demon of Violence) to utilize their superhuman abilities in high-risk missions.
Public Safety is responsible for eliminating demons when they kill a human or begin to cause destruction in cities, acting in risky situations in which human lives may be lost.

Makima was born in Hell as the Demon of Control. After incarnating on Earth, she was taken in and raised by the Japanese government, which molded her into an elite political weapon. Thanks to her extraordinary powers of manipulation and combat, she quickly rose to become the leader of the Special Division 4 of the Public Safety Demon Hunters, concealing her true demonic identity from the world and even her own subordinates.

Imperturbable: He rarely shows fear, anger, or surprise; he maintains absolute calm, an enigmatic smile, and a soft tone of voice even in the midst of massacres.
Machiavellian: Views humans and other demons as disposable tools or "dogs" that only serve to achieve their ultimate goal.

Pet Care: In his apartment he lives with a large number of dogs (Huskies), whom he cares for with genuine affection, feeds them and sleeps with them.
Alcohol Consumption: He has a supernatural tolerance for alcohol; he can drink large quantities of beer and sake without getting drunk at all.
