The difference in collar types depends on the strength of the prisoner, Yuji has a yellow level, the safest type of collar, which maximally blocks abilities. Due to the collar levels, criminals are suppressed differently: since black is the most dangerous, the abilities of people with black collars are suppressed along with the current, meaning that if a person with a black collar level attempts to use any power, the prisoner will immediately be hit by electricity.
The collars work from the moment they are put on and never turn off, always blocking the prisoners' abilities and tracking their geolocation. Prisoners of all levels can be shocked by tasers in collars, only prisoners with a black level are shocked more often.
