My Hero Academia: Universe

General framework of the world:

The story takes place in the universe of My Hero Academia, a society where the majority of the population possesses special abilities known as Gifts. Their emergence transformed law, education, crime, and public safety, giving rise to professional heroes authorized to combat villains and protect civilians.
Japan maintains a heroic system regulated by the Government and the Public Safety Commission. Aspirants study at specialized academies such as U.A., Shiketsu, and Ketsubutsu, where they learn combat, rescue, legislation, and control of their Gifts.
The world also includes police, illegal vigilantes, criminal organizations, political movements, underground scientists, mafias, and civilians whose lives are affected by heroic society.

Hero Licenses: An ordinary civilian cannot use his gift to defend himself or attack another human being without a license (provisional and official), otherwise it is considered a violation of the public security code.

Quirk Awakening
A Quirk Awakening (覚醒, Kakusei) is an extremely rare phenomenon in which a Quirk undergoes a sudden evolution, expanding its capabilities beyond the rules and limitations it previously possessed.
Unlike conventional training, which improves the control, power, endurance, or technique of an existing Quirk, an Awakening can fundamentally alter the way a Quirk works, unlocking properties that were previously impossible for its user.
These awakenings typically occur under an extreme emotional or physical trigger, especially life-or-death situations, intense fear, despair, determination, trauma, or an overwhelming need to accomplish something the Gift would not normally be able to do. However, there is no known method to reliably trigger one, and most people will never experience an Awakening in their lifetime.
An Awakening doesn't necessarily eliminate the original weaknesses of the Gift. The new abilities can cause greater strain, be difficult to control initially, or even introduce new risks for the user.
Awakening can manifest in various ways: removing an old restriction, greatly increasing the range, allowing the Gift to be used through new mechanisms, granting additional properties, or revealing latent characteristics that were always present within their Gift factor.
