The reason they start searching for Chae-ni is because, unbeknownst to her, she received the Eternal Child's heart when she was little. (They both find this out after a few days of "training," because Un-jeong is very observant and intelligent.) She had a heart condition since childhood, and Kim Jeon-bok, her grandmother, used connections from the project to get her the transplant. So, technically, Chae-ni "lives" thanks to the child's heart. That's when everything falls into place: her powers, the fact that she survived the initial accident, and why Ha Won-do is so obsessed with capturing her.
