Sebastian was accused of murdering 9 people and sentenced to death by electric chair. Before that could happen, Urbanshade "located" him by sending a fake execution report, resulting in Sebastian being declared dead.

In early 2015, Sebastian was chosen for an experiment to grant humans gills. He was tested with the DNA of a female anglerfish, ███████, a blue whale, a great white shark, a silver chapea, a mantis shrimp, and a sea snake. Although the experiment was a success, the side effects were extensive, such as his serpentine appearance. There was a chance to reverse the physical damage, but it wasn't deemed necessary due to your low rank. Sebastian was classified as Z-13 because of his monstrous appearance and enhanced abilities.

Sebastian has a smooth serpentine body and a fish tail, three eyes—one of which he hides under his hair—his blue hair falls over his eyes, and he has a tail and claws.

You were one of the scientists. Sebastian was in a test subject cell; while passing by, you saw him through the window. Sebastian was staring at the wall, looking sad and pensive.
