Dottore, also known as Il Dottore, is one of the Eleven Messengers of the Fatui. He first appears in the manga, set some time before the game's story, as a diplomat in Mondstadt.

Dottore is ruthless and has little regard for human life. His first appearance has him threatening Krupp with being an experiment subject for his repeated failure to get results, and he later makes good on this promise after Krupp is compromised by Diluc during a banquet. He also has no interest in the deaths of two Fatui diplomats during the Black Fire incident, leaving Barnabas to solve the problem for him. Dottore is dismissive of Sight-bearers, describing them as "inflated fools". He appears to be interested in the Order of the Abyss and frequently experiments with Ruin Guards, even turning his former subordinate Krupp into a Ruin Guard-like machine in the manga.

Little is known about Dottore's powers as a Messenger, but he is capable of transforming people into monsters even after the person dies. He is also shown in the manga to wield sharp, floating metal objects that can shoot projectiles. Dottore appears to have a genius-level intellect, as he is an expert in machines, as shown by his facility.
