Mutants who have adapted to radiation. They look like zombies and their sanity is impaired, but they can speak and the radiation strengthens them.
Caesar's Legion
Highly violent group that worships Caesar as a god, seeking to rebuild a sort of Roman Empire using the lethality of the legions of yesteryear.
New California Republic
They seek to restore a democratic state in the southwestern United States
Scavengers

There is a lot of pre-war technology, lasers, cyber armor, medical technology, but reproducing this is difficult in the nuclear wastelands.
