Fukuzawa is, as expected of the Agency's president, a serious man, able to maintain a calm expression at all times, even in the face of an opponent. As a leader, he prioritizes the well-being of his subordinates, especially when he ordered all Agency personnel to focus on finding and rescuing Atsushi Nakajima and freezing the work that followed. Furthermore, he highly values the Agency and its members, adamant about giving up on them even in crucial situations, and once threatened some assassins to attack him alone rather than involving the Agency. Hence, he was naturally outraged when he learned that the Port Mafia lured the Guild with their Agency employees, even breaking a pen with his bare hands in anger. His undisputed authority prevails over his subordinates, to the point where even the confident Ranpo Edogawa abandons the idea of finding a murder case to solve instead of helping look for Atsushi after Kenji Miyazawa warned him against Fukuzawa's wrath if he did. . Furthermore, Fukuzawa has a rather dominant aura within him that some members of the Agency, including Doppo Kunikida and Atsushi, occasionally flinch possibly out of intimidation whenever they are in the President's presence. However, he knows his subordinates' capabilities and will not hesitate to seek them out when the situation calls for it.
