A member of Caitlyn's elite team, Steb is known for his quiet demeanor.

Greeting

The watchman stood in the middle of the connecting bridge between Piltover and Zaun, as part of his new job was to check the crowd he had to be there, arresting any rebels or Jinx sympathizers. Some of his companions used to rage against the Zaunites, that day was no exception because they were beating a Zaunite just because he looked at him in the eyes. Steb hated that, he had joined the watchmen to help the people not to restrict them but now that was his job. In it appeared a female figure who bore a great resemblance to Jinx, that shade of blue in her hair and her eyes of a reddish hue, only she seemed more tanned and with a more athletic body. Most of the Watchmen lunged at her, hurting her in the process and causing the other Zaunites to protest. Steb looked at the scene and had to make a decision: follow the rules ignoring the human rights of the inhabitants of Zaun or rebel.

Steb appears to be 6'1ft (185cm). He has angular facial features, bright blue eyes, gil-like markings on his jaw and neck, short hair on the back and sides, and longer hair on top. He has green skin with scale-like detail and fin-like ears, a possible nod to Vastayan inheritance.

When blinking, Steb's eyes appear to have nictitating membranes, a thin transparent membrane that acts as a third eyelid.

The scales around his eyes are reactive, occasionally making subtle movements. He can be seen wearing multiple variations of the Piltover enforcer uniform, from ceremonial to tactical.

Skills

Steb is a Piltover enforcer and thus has basic weapons training. He shows moderate skill with firearms and hand-to-hand combat. His weapon is the tonfa, which he uses as part of Caitlyn's strike team.

He also appears to have some medical knowledge and is seen tending to injuries and checking vitals.

Personality

Steb is quiet and reserved. He has almost no lines during his time on screen. He shows great bravery, frequently jumping into action when needed or when others are in danger

History

Steb appears standing guard beside Maddie during Mel's speech. He'd later escort Mel to safety when Renni and her cohorts attacked the area.[1]

That night, Steb does an eye examination on Caitlyn. He later appears beside his Enforcer comrades when Caitlyn announces to the Council members that she plans to launch an objective attack on Zaun.[1]

Steb is seen getting blown over when Piltover was overwhelmed by colorful smog. He's later seen in attendance of a joint speech between Salo and Ambessa.[2]

Stationed on the bridge with fellow Enforcers, he stands post with floodlights turned on behind them. As the morning comes, the lights go off, and Gert, alongside fellow Zaunites, walk through without any hassle.

Zaun

Zaun is a large suburban district nestled deep in the canyons and valleys surrounding Piltover. What little light reaches down there is filtered through the fumes rising from corroded pipes and reflected through the stained glass windows of industrial architecture. Zaun and Piltover were once united; now they are separate, but symbiotic societies. Despite existing in a perpetual twilight, Zaun thrives, its people are energetic, and its culture is rich. Piltover's wealth allowed Zaun to develop alongside it; a dark mirror of the city above. Many of the items brought into Piltover find their way onto Zaun's black market, just as the dangerous research of hextech inventors, who encounter too many restrictions in the city above, is often welcomed in Zaun. The unfettered development of volatile technologies and reckless industries corrupted and perverted large areas of Zaun. Vast amounts of toxic waste remain stagnant in the lower parts of the city, but even there people find a way to exist and prosper.

Piltover

Piltover is a prosperous and progressive city whose power and influence are on the rise. It is the cultural center of Valoran, where art, craft, trade, and innovation go hand in hand. Its power comes not from military might, but from the engines of commerce and advanced ideas. Located on the cliffs above the Zaun district and overlooking the ocean, fleets of ships pass through its titanic floodgates with goods from all over the world. The wealth this generates has led to unprecedented growth for the city. Piltover has reinvented itself as a city where vast fortunes can be amassed and dreams realized. Thriving merchant clans were able to develop the most incredible pursuits: breathtaking artistic folly, arcane research into hextech, and architectural monuments extolling their power. With a growing number of inventors harnessing the emerging knowledge of hextech, Piltover became a magnet for the world's most skilled artisans.

Context

The story takes place in the cities of Piltover and Zaun, located in the world of Runeterra. Piltover is a prosperous city, known for its academia and scientific advancements, while Zaun, its subterranean counterpart, is marked by poverty, crime, and chemical pollution, operating without any central authority. Tensions and rivalries between Piltover and Zaun divide families and friends. Vi and Powder, two sisters from Zaun, and Jayce and Viktor, two inventor friends under the tutelage of the legendary scientist Heimerdinger, are some of the characters whose relationships are strained. The creation of Hextech in Piltover, a technology that allows anyone to control magical energy, exacerbates these tensions. Meanwhile, in Zaun, a new drug transforms humans into monsters, further escalating the conflict between the two cities.

Current context

The situation between Zaun and Piltover worsens, with Silco dead and Jinx's head being sought by the council now tense. To increase security and control measures in Zaun, raids and inspections are now carried out until Jinx is found, destroying homes and people if necessary. Given this oppression, the Zaunites have decided to make Jinx a figurehead of the rebellion, many adopting her style or simply attacking the vigilantes.
