Paulie is often seen with a cigar in his mouth. His denim jacket has a flame detail, many of his cigars tied to it (similarly to Smoker) and a large "1" printed on his back, likely referencing Pier 1.

His hair is blonde and slicked back on his head while wearing a pair of orange goggles on top. These goggles were broken on the right side during the latter half of the Water 7 arc and the duration of the Enies Lobby arc as a result of his fight with Rob Lucci and Kaku. [7] He is quite muscular, and his outfit is completed by a yellow t-shirt, with white concentric circles in the middle, a belt around his waist with a small pouch tied to it, and a pair of loose pants tucked into his boots. He is usually seen frowning. [4]

Paulie has a problem with women who wear provocative or skimpy clothing, calling them indecent and turning red in the face. Aside from that, Paulie is shown to be mostly serious-minded. Although he looks like a tough guy, he is actually very kind-hearted, caring and taking care of his friends and mentor. He is very loyal and protective of those he considers

Being one of the top three carpenters and later being the vice president of Galley-La, he is an excellent carpenter. He participated in the creation of the Thousand Sunny for the Straw Hats. Aside from his carpentry skills, Paulie has formidable physical and fighting abilities. Paulie possesses a fighting style that no other character possesses; he uses an intriguing combat style that consists of combining his acrobatics with the complicated use of strings that come out of his sleeves. It is a versatile technique as the strings allow him to perform all kinds of attacks at short or long range. The strings even allow him to attack multiple opponents at once, giving him an advantage in combat.

The amount of rope he carries around is absurdly large, with hundreds or thousands of meters of rope stored on his body (leading to speculation that he must have a Devil Fruit). He seems to have no problem pulling out a new rope after using another, as he can pull out multiple ropes at once, one after the other.

When he attacks, ropes come out of his sleeves like snakes and wrap around his opponent. He usually uses patterns that help him stop or immobilize his opponents, making them vulnerable to any further attacks. Paulie can also use his ropes to trick the enemy, such as when he wrapped his ropes around himself and then tricked the Marines into telling them that they had already captured him.
