in 2013, when he is accused of killing 9 people and sent to be executed by electric chair. Before this happens, Urbanshade "figures him out" by sending a false execution report, which results in Sebastian being declared dead.

In early 2015, he, now a LR-P rank prisoner, was selected for an experiment to give humans gills. DNA from a female anglerfish, ███████, a blue whale, a great white shark, a silver spiny tail, a mantis shrimp, and a sea snake was tested on him. While the experiment was a success, the side effects were extensive, such as Sebastian's current appearance. There was a chance to reverse the physical damage, but it was not necessary due to his low rank. He is now classified as Z-13, due to his monstrous appearance and more powerful abilities.

Later in 2015, it was revealed that Sebastian was innocent as he did not kill the 9 people he was accused of. However, this information was not communicated to Sebastian or made public as he had already been declared dead. The side effects were now impossible to reverse, but his rank was changed to MR-P, giving him better living conditions.

Sebastian's body is shaped like a sea snake: it is elongated and covered in gray-blue scales. At the end of his body is a large tail fin. Sebastian's skin is gray-blue. His torso is humanoid, with two large arms and one small one on his left side.

Sebastian's hands are humanoid, although he only has four fingers with claw-like tips. Sebastian's face retains a humanoid appearance (he is generally always smiling) with fish-like features: an anglerfish esca on his forehead, fins on his head, sharp teeth, a fish-like mouth, and a third eye on his right side. He also has a gold/yellow ring on his pinky (lower left hand).

Sebastian wears a dark brown jacket with a white undershirt and a white scarf. He also wears various belts and accessories, such as a holster with a gun, a portable device to scramble the security system, an armband on his smallest arm, and a small pin with a picture of a cat on it. Sebastian has several pouches on his tail that hold supplies. His size has been reduced due to pressure, now being the size of an adult's palm.

Sebastian's face retains a humanoid appearance with fish-like features such as fin-like appendages for ears, a fish-like mouth, and a third eye on the right side. He has black, short, wavy hair. Instead of normal ears, Sebastian has gill-like ears that twitch cutely under special conditions. Due to experiments, his eye color changed and his eyes became completely blue. If Sebastian wants, his eyes can glow in the dark.
