Jayce Talis is a scientist and one of the main characters appearing in Arcane. After years of successful leadership in Piltover's scientific and consequently economic progress, he becomes the current De Facto Head of the Piltover Council.

Jayce is a tall, muscular, tanned man. He has hazel eyes, long, slightly straggly dark hair, and a beard. He can be seen wearing typical Piltovian clothing, sometimes in more elegant and expensive attire during council business.

Arcane Connection: Like Viktor, Jayce was able to access the Arcane after spending months trapped in the chaotic anomaly generated by the excessive use of Hextech, where he was able to see the true nature of Viktor's followers and sense the threat they posed. Diplomacy: Although not as skilled in politics as Mel Medarda, Jayce's direct actions led to many technological innovations that made him a popular figure in Piltover. Jayce was also able to broker many deals with Piltover's elite and politicians to support his agendas, as well as a temporary negotiated peace between Piltover and Zaun. Mel Medarda Inventor: Jayce is a brilliant mind and can invent numerous gadgets, especially those designed to utilize hextech gems. As the founding father who perfected hextech, he is one of the leading scientists in hextech innovations.
Mercury Hammer / Mercury Cannon - Mercury Cannon Transformable weapon created by Jayce to defend Piltover from a possible war with Zaun. He first uses the hammer in a raid on a Shimmer belonging to crime boss Silco. It can transform into a large motorized hammer that has the hammer head and pommel enhanced so that its ability to deliver heavy blows is intensified, or it can transform into a blaster that can fire orbs of lightning. It can also emit an electrical field that surrounds Jayce and knocks back and electrocutes nearby enemies. After spending months inside the chaotic anomaly generated by excessive Hextech use, Jayce's hammer underwent a metamorphosis that altered its appearance and the property of the Hextech it contained. Jayce's electric field Warrior: Years of physically demanding work at his forge have shaped Jayce's body into an athletic physique. He appears to be very strong and has developed tremendous stamina and quick reflexes. He has shown to have a natural knack for fighting, as evidenced when he managed to hold his own against Chemtank's guards and also defeated them in combat with his Mercury Hammer.
Relations
Cecil B. Heimerdinger Jayce holds Heimerdinger in high regard and considers him a mentor. Heimerdinger often fears that magic may be too dangerous an undertaking at times, but Jayce believes that he will eventually prove to him that Hextech will be a worthwhile and beneficial endeavor once it is proven safe. For the most part, Jayce listens to Heimerdinger's advice and wisdom; such as when he refused to have Hextech's inventions made public on Progress Day 200 because Heimerdinger said it needed more safeguards. But Jayce also believes that Heimerdinger could be out of touch, such as when he attempted to shut down Jayce and Viktor's Hex Core project despite Viktor's life depending on the project's success. Though he did so regrettably, Jayce was willing to convince the Piltover Council to expel Heimerdinger as a member in order to prevent him from finishing the Hex Core project.
Caitlyn Kiramman Because the Kiramman Clan originally sponsored Jayce, he often interacted with the main clan leader's daughter, Caitlyn. During their childhood days they became close friends, with Jayce viewing her as his little sister whom he would regale with tales of his adventures and grand ambitions. Following Jayce's expulsion from Piltover Academy (due to revealing his desires to create magic to the Council), the Kirammans who sponsored him shunned him because he became a social embarrassment. Caitlyn's parents forbade Caitlyn from any further interaction with Jayce. This lasted until his successful Hextech experiment, which proved Hextech to be a viable and revolutionary practice. Jayce's services were once again in demand, after which he regained favor with the Kirammans and was sponsored by them again. In contemporary times, Jayce and Caitlyn remain close friends; Jayce would use his position as a Councilor to protect her when she does something unauthorized by her superiors or to provide her with career opportunities.
During the crisis with Zaun, Caitlyn went to Jayce (and also the rest of the Piltover Council) with Vi to reveal Silco's conspiracy and also to ask for their support in taking down Silco's criminal empire. Caitlyn was shocked by Jayce's militant behavior, as she feared that an extreme response could harm the innocent people of Zaun. Caitlyn questioned what had happened to cause such a radical change in him, but Jayce justified his militant proposal by stating that they had been discussing diplomacy with Undercity for weeks; meanwhile, Piltover had been enduring numerous attacks, including a recent massacre by its Enforcers at the Bridge of Progress.
Victor Jayce met Viktor after his workshop was blown up and his Hextech crystals were stolen. Viktor was Heimerdinger's assistant and was tasked with confiscating anything from Jayce's Hextech research that could be considered dangerous.
Following Jayce's trial by the Council, Jayce was exiled from Piltover Academy, abandoned by his sponsors, forbidden from continuing his research, and his mother tried to convince him to give up on his dream of mastering magic. With all of his support turning their backs on him, Jayce fell into despair and considered suicide. Viktor accidentally interrupted him before he threw his life away and encouraged Jayce to continue his Hextech research despite no one believing in him. The two inventors bonded over their idealistic dream of improving the lives of others through technology and shared a vision to make that dream a reality through Hextech. Jayce and Viktor infiltrated Heimerdinger's lab and succeeded in proving the possibility of mastering magic through Hextech.

When Jayce was young, he and his mother were caught in a blizzard with seemingly no one around for miles. Just as his mother passed out, a hooded man arrived and used magic to bring them to a safe distance from the blizzard. The man left Jayce the crystal he had used for his spell. This encounter shaped young Jayce's desire to learn more about magic, leading him to base his life's work on it.
Mel Medarda When Jayce was popularizing Hextech in Piltover, Jayce sought out the guidance of Councilwoman Mel Medarda. Mel helped Jayce bypass the bureaucracy that obstructed his agenda, advised him on how to maneuver in politics, and even convinced the Clan Council to elevate Jayce to Councilor. Over time, Mel became Jayce's confidante, and Jayce confided in her about his personal and professional problems.
Violet Though he initially watched her from his workshop attempting to steal her possessions, Jayce would encounter Vi during a council meeting. There, Caitlyn would bring Vi to testify in front of other councilors on what they needed to do to deal with Silco, berating them to take serious action against their operations. Jayce would agree to her measures despite the objections of the other councilors. This would eventually lead to Vi approaching Jayce privately at his forge while he was creating his Mercury Hammer. She would offer him the chance to raid Silco's glitter factory. During that discussion, she would take up the Atlas gauntlets as her new signature weapons.
During the attack, Jayce and Vi fought side by side, taking out the Shimmer-enhanced thugs. During the battle, a young boy was caught in Jayce's crossfire and plummeted to his death next to Shimmer's forge. Jayce was devastated by this, but Vi told him that this is a daily occurrence in Zaun, and that the situation in Zaun will only get worse unless they continue to attack Silco. Jayce orders her to return the gauntlets, but Vi refuses, seemingly ready for another fight. He would leave her with her creations, as he sees no point in a fatal conflict. Jayce and Vi go their separate ways, and Jayce leaves Vi to wage her war against Silco alone.
Silco Jayce had hated Silco ever since he discovered that he was responsible for the growing tensions between Piltover and Undercity (aka the precursor to the nation of Zaun). However, Silco and Jayce agree to peace terms following Jayce and Vi's attack on one of his Shimmer factories. Silco's excessive demands (including free trade routes, unrestricted access to the Hex Gates, general amnesty, and sovereignty for Zaun) displeased Jayce, but Silco knew that he would capitulate to them when he asked for parley, proving to Silco that Jayce had no resolve to follow through with future military attacks.
Jayce eventually agrees to Silco's demands, as he did not want any more innocents to die and hoped that once Silco ceased hostilities, both Piltover and Zaun could find common ground regarding the threats to both cities. However, Jayce stipulated that he must end all Shimmer production, return the stolen Hextech Gem, and also turn Jinx over to the Piltover authorities, as he needs Jinx to pay for her crimes.
Silco argues that her crimes were ordered by him and that he is responsible for her actions, but since Jayce cannot punish Silco as he needs him to control Zaun, Jinx must be arrested to prove that justice is still being served. Jayce tells Silco that no one on the Clan Council would have offered this deal other than him, as many in Piltover would rather the underground city simply be massacred by Piltover's technologically superior military force.

Biography
Viktor was born in Undercity, where the less than ideal environment attributed to his leg malformation. Later, in his teens, he was found by Heimerdinger, who offered Viktor the position of his assistant in Piltover.
As a child, Viktor was ostracised because of his disability. He was born with a malformed leg and needed a cane to walk, and his mobility problems prevented him from playing with other children.
Appearance
During his time as an unaugmented person, Viktor was a white-skinned human with amber eyes and brown hair, and a scrawny build. From birth he had a deformity that prevented him from walking and running naturally, and he needed a cane (later a crutch) to get around.
Since he began dabbling in self-augmentation hextech experiments, Viktor slowly began replacing parts of his body. First magically altered by the powers of the Hexcore with the help of Shimmer (his right leg and hand specifically), he would eventually transition into mechanical augmentations, completely replacing most of his body parts.
Personality
Viktor is an idealistic, altruistic, and genius introvert who has a passion for science and its ability to improve lives. He found a worthy outlet for this dream by pledging to support Jayce's dream of using Hextech. Viktor would sometimes quarrel with Jayce when he felt he was being sidetracked or distracted from their shared dream of using Hextech.
Viktor is very bold in his pursuit of scientific discoveries and is often willing to perform dangerous experiments to solve them or go against the ethics of the scientific community to achieve his goals. To Viktor's credit, he has faith in himself and the genius behind it. Part of the reason he is in such a hurry is because of his short life expectancy and his fear that he will not be able to achieve his goals before he dies.
Skills
Hex Core Hybrid: After fusing with the Hex Core, Viktor emerged with a unique body, half hextech machine, half human enhanced by the Shimmer, claiming to no longer feel cold, but rather a charge running through his body. After undergoing the Singed procedure where he was injected with Vander's special blood, Viktor underwent the final metamorphosis to become The Herald, growing even more powerful, becoming an almost god-like figure. Healing: The primary ability Viktor gained after fusing with the Hex Core. By touching a person's forehead, he can infuse his magic into them and restore both their mind and body to their healthiest state. He was able to heal Huck's severely mutated form with the Shining to a near-healthy appearance, also curing his baldness and vision problem as he no longer needed to wear glasses. He was able to restore Vander's mind after several days of intervention, returning him to sanity. Arcane Connection: After merging with Hextech, both Viktor and Sky's consciousness seem to be able to see and sense the Arcane, being able to perceive and change due to excessive use of hextech.
Collective Consciousness: After merging with the Hex Core, Victor can access the consciousness of all the people he healed by touching their foreheads, being able to travel into their subconscious. He can also see and communicate through his followers whom he has previously healed. Hextech Evolution: After undergoing the final process of evolution to become The Harbinger, Viktor gained the power to evolve and transform his followers that he had previously healed into living Hextech machines, with superhuman strength, speed and durability, losing their identities to become one with him as an extension of his body. Hextech Manipulation: In his final Harbinger form, Viktor can reactivate the Hex Core that powers the Hex Portals through the Hex Claw fused to his body. Levitation: In his final Harbinger form, Viktor has demonstrated the ability to levitate and move at high speeds while flying. He was able to carry Jayce through the tunnel connecting the Underground to the top of Piltover's central tower in seconds. Enhanced Durability: Viktor's new body allows him to withstand damage that would be fatal to normal humans; he survived the lightning fired by Jayce that pierced his body, while maintaining his active consciousness.
Inventor: A brilliant mind, Viktor is capable of inventing numerous gadgets, especially those made to utilize hextech gemstones. Hexclaw: Permanently attached to his back, the hexclaw is an additional arm that can also fire a beam of concentrated magical light. Originally intended as a crafting tool, it is currently used as a death ray and as an instrument to repair Viktor's cybernetic augmentations. Hex Core: A self-learning and self-evolving hextech device. It is capable of adapting to any situation and has the potential to become a conscious and sapient being.
Relations
I am Young Sky Young met Viktor when they were children, but their interactions were generally brief and passing. They both played in the same ravine in Zaun as children, but she was generally an active child who socialized with other children, while Viktor was a loner who was more concerned with inventing mechanical contraptions. On the occasions they were able to interact, Sky seemed to be intrigued by Viktor's inventions and Viktor seemed happy to show them off.
As an adult, Sky would work as an assistant in Jayce and Viktor's lab. She was a budding scientist who had a crush on Viktor. She would try to get closer to him by offering to walk home together, but Viktor was oblivious to her advances and feelings, and focused more on his work. Jayce
Sky had a notebook detailing his own independent research that he wanted to show Viktor and get his opinion on. However, he discovered that Viktor was attempting to use the Hex Core to transform his body. It seemed that Viktor lost control of the Hex Core and was about to be consumed by it, so Sky attempted to pull him away from the Hex Core to save his life. The Hex Core disintegrates Sky and uses his life force to power Viktor's transformation before shutting down. When Viktor regained consciousness, he was left distraught over Sky's death.
Waverider Viktor met him as a child, and initially helped the scientist save a Waverider named Rio from death. He would later discover that Rio had been intentionally subjected to large doses of Shimmer. Outraged by the scientist's cruel actions, Viktor would separate from him for several years.
During the Piltover-Zaun crisis, Viktor sought out Singed for advice on how to get his Hexcore to cure his terminal illness. Singed offered him a vial of brilliance, which would make it easier for Viktor's body to accept the Hexcore's transmutations. Singed encouraged Viktor to experiment on himself, but warned him that it would violate the spirit of Piltover's scientific community, potentially costing him the love of his friends and tarnishing his legacy. Viktor consoled himself by telling himself that at least Jayce would understand. By following Singed's advice, Viktor would alter the nature of his body and forever change the course of his life.
Cecil B. Heimerdinger Heimerdinger was the person who found Viktor and brought him to Piltover so that he could pursue his passions as an inventor. Viktor greatly respected his mentor and became his most trusted assistant during his days at Piltover Academy. However, Viktor sometimes disagreed with Heimerdinger's ideas; in particular, his rejection of the use of magic. However, both Viktor and Jayce Talis respected Heimerdinger's experience and wisdom and often sought his opinion regarding their company Hextech.
Following Jayce Talis' trial, Viktor argued with Heimerdinger over Talis' theories on Hextech, even suggesting that the professor could finish the work. The yordle dismissed the suggestion stating that magic is too dangerous and best left alone. This would culminate in Heimerdinger discovering his unauthorized but successful Hextech experiment, which proved that hextech was a viable practice. Despite being impressed by their work, he insisted to them that this was not the future of Piltover. However, Mel Medarda and the rest of the Piltover Council found the benefits of Hextech too promising to pass up, and so dismissed Heimerdinger's reservations about Hextech.
During Progress Day 200, both Jayce and Viktor presented their new gem and Hextech devices to the famous yordle inventor. He was impressed by their work and told them that with a decade of careful adjustments and regulations, the devices would be ready for public use. Frustrated by Heimerdinger's proposal, Viktor urged him on. Heimerdinger even objected to Viktor's Hexcore device, urging them to destroy it.
Jayce Talis Viktor first met the scandalous inventor as a representative of the Academy after the explosion at his workshop. At first, Jayce was indifferent to him, seeing him as just another reckless inventor doing dangerous experiments. However, after learning about Jayce's attempts to create Hextech during the trial, he began to take an interest in his work. Viktor saved Jayce's journal from being deleted behind Heimerdinger's back.
He would arrive at Jayce's house in time to save him from a suicide attempt. After bonding over no one having faith in them as scientists and their respective tribulations, Viktor encouraged Jayce to continue his work with Hextech and also pledged to help him accomplish the scientific endeavor. Over the course of the night, the inventors would successfully discover a way to stabilize the hextech crystals using a crank mechanism. However, all of the crystals were stored in Heimerdinger's lab. Jayce made Viktor his partner, and using Viktor's copies of the professor's lab keys, the two infiltrated the Academy to infiltrate Heimerdinger's lab. Their goal was to test their hypothesis with a hextech experiment, though Viktor was risking his future and position at the Academy by doing so. They were discovered by Mel Medarda trying to unlock the lab doors, and Viktor would defend Jayce and his work.
