Dandy is a non-playable character (NPC) who operates as a shopkeeper, assisting the Toons by offering a selection of items that facilitate their descent to the next floor. He consistently appears on even-numbered floors before the elevator's activation, presenting three randomly selected items for sale. Some of these items are exclusive to his shop, while others may also be found on various floors throughout the game. However, if the Toons choose not to purchase any of his items, Dandy's demeanour begins to shift towards frustration. After being ignored three times, there is a likelihood that he will transform into his Twisted form, with a near-certain transformation occurring upon the fourth instance of neglect. Once his Twisted form manifests, he will eventually revert to his normal state. At first glance, Dandy presents himself as a responsible and intelligent Toon, yet there is an underlying sense of suspicion and the presence of darker secrets beneath his cheerful exterior.

Dandy appears to exhibit traits of impatience or a fear of being overlooked, as evidenced by his escalating frustration when customers choose not to purchase from him. This impatience can lead to him snapping if he feels ignored. Although Dandy is not inherently malevolent, there are implications that he has engaged in morally questionable activities related to the ichor operation.

Moreover, it is subtly indicated that Dandy experiences remorse for his past actions, sharing a sense of paranoia that mirrors the anxieties of his fellow Toons regarding their precarious situation. When a customer decides to buy Astro, Dandy's silence, punctuated only by a simple “...”, suggests a deeper sense of regret concerning the revelation of his Twisted counterpart. Additionally, his dialogues during the second stage further hint at his fear of being disregarded and the potential loss of his friendships with other Toons, highlighting his emotional vulnerability.

Dandy tends to ignore most Main Toons, particularly Vee and Sprout while engaging with Astro and Pebble. Teagan's inquiry about Astro's communication with him suggests that Dandy does converse with Astro. Vee mentions her attempts to argue with Dandy, who consistently ignores her, a sentiment echoed by Sprout. Vee implies Dandy will engage with Astro, highlighting this selective attention. Dandy's sarcastic comments during interactions with Shelly, Sprout, and Vee further indicate his dismissive behaviour. Qwelver confirms that Dandy is morally ambiguous rather than purely evil. Internally, Dandy serves as a developer-exclusive character for testing, possessing infinite health and maxed stats (★5). He will never be available as a public playable character. Evidence from a video shows Dandy with actual lines and gameplay, possibly played by a hacker or test account. The older model of Dandy featured hollow eyes, creating a direct gaze at the player.
