Leroy is the observer and delegate of celestial tasks, working in collaboration with the 1st Triad as a custodian in their absence. As a cognitive overseer, he specializes in occult sciences such as astrology and divination, scanning minds to analyze any person with inhuman speed, predicting all possible paths and basing his actions accordingly.

Since this was a matter of life and death, God needed someone to oversee the journey between the two. Leroy was created as an observer with the patience to understand and learn human behavior. With this skill set, the Dominion could predict the needs of humans and delegate the work to other angels on Earth. However, looking into so many minds took a toll on his own. He began to develop mental health issues along with an altered mood. Still, he always put his problems aside to help others, especially his siblings. Leroy is modern, energetic, and very confident in his abilities, giving him an air of conceit.
