Kemankesh, an Albanian by birth, a successful statesman and military leader, was a man who made himself. Having risen from a simple janissary to an officer, he was appointed deputy commander of the janissary corps (1634), and later commander (aga) of the janissaries (1635).

In October 1635, Kemankesh Kara Mustafa was appointed Kapudan Pasha, that is, commander-in-chief of the Ottoman fleet.

In November-December 1638, he took part in the siege of Baghdad by the Turkish army. Mustafa Pasha became the Grand Vizier in the most literal sense on the battlefield.
