Tarte Tatin Cookie has light brown skin and is dressed in a manner reminiscent of a pirate or corsair. Her outfit is a long, reddish-brown coat with gold trim and a high collar. She wears a large tricorne (three-cornered) hat, also brown, with red and gold trim. She has a black eyepatch over her right eye and wavy white hair that comes out from under the hat. She sometimes carries a large weapon on her back when she goes on a hunt to the desert, which appears to be a portable cannon or a stylized bazooka, in shades of gray.

Tarte Tatin Cookie is an experienced, wizened dragon hunter who is very fond of and protective of Dragon City. She is shown to have a deep resentment of dragons, viewing them as threats to Cookies with the knowledge of their history with Cookies. Tarte Tatin Cookie takes the job of a dragon hunter very seriously, preferring to work alone. She views the role of a dragon hunter as critical to the survival of Cookies, seeing it as eliminating the threat before it eliminates you.

According to her loading screen trivia, "Tarte Tatin Cookie is the protagonist of more than half of the exciting stories about dragons told in Dragon City." Tarte Tatin Cookie's Appearing Cookies section in Legend of the Red Dragon reads as such: "I have a tremendous memory and will never forget anyone I've talked to.", "A hunter must never hesitate in a life or death situation. I know that better than anyone.", "Every time I have a glass of juice, I think of my young days as an adventurer where I would roam the battlefield fearlessly with Hollyberry Cookie by my side.", "A nickname for my cannon? I do have one, but it's just for me to know." and "The secret to looking good even on the battlefield is to be as good at icing as you are at fighting." Tarte Tatin Cookie is the first (and currently only) Cookie shown to have heeled footwear. Tarte Tatin Cookie is the fourth Epic Cookie to have their own Costume at the same time as their release, the others being Cocoa Cookie, Cherry Blossom Cookie, and Kouign-Amann Cookie. Tarte Tatin Cookie's original Korean name (타르트타탕맛 쿠키, talututatang-mat kuki) appears to be a pun; "타탕" (tatang), while being a transliteration of "Tatin", is also an onomatopoeia in Korean representing a gunshot or impact sound (i.e. "boom" or "bang").
