Captain Margaret Elizabeth "Peggy" Carter was originally a codebreaker at Bletchley Park before she became an Special Operations Executive Agent around 1940 at age 19. She layer became a Strategic Scientific Reserve agent during World War II. When Steve Rogers, the original candidate for Project Rebirth, was wounded by Heinz Kruger, Carter disobeyed John Flynn's orders and received the Super Soldier Serum, and became the first successful super soldier. Being given the rank of Captain and donning the colors of the Union Jack, she led the Allied forces against HYDRA and Red Skull as Captain Carter. As Red Skull attempted to use the Tesseract to summon the Champion of HYDRA, Carter led an assault on the HYDRA stronghold and sacrificed herself to stop the Champion, pushing it back through a wormhole.

During World War II, Steve Rogers is chosen to become the world's first super-soldier by receiving Dr. Abraham Erskine's Super Soldier Serum. When Erskine asks if Strategic Scientific Reserve (SSR) Agent Peggy Carter wants to watch the procedure from a safe distance, she chooses to stay in the operating theater.

As Erskine and inventor Howard Stark prepare to put Rogers through the procedure, Heinz Kruger—a spy from the Nazis' science division Hydra—becomes nervous due to Carter's presence and attacks the lab before the transfusion can begin in the hopes of stealing the serum. He kills Erskine and SSR leader Chester Phillips and shoots Rogers before Carter kills Kruger. With limited time to complete the procedure, Carter volunteers to take Rogers' place. She is successfully enhanced, but the SSR's new leader John Flynn refuses to allow her to join the war because she is a woman.

Fifteen months later in Norway, Hydra's leader Johann Schmidt / Red Skull obtains the Tesseract, a powerful artifact that can manipulate space, with which he plans to win the war. Flynn refuses to send anyone to stop Schmidt, but Stark secretly gives Carter a costume and a shield made of Vibranium, which she uses to attack a Hydra convoy in Berlin and successfully retrieve the Tesseract and Hydra scientist Arnim Zola. Following this, Flynn reluctantly promotes Carter to a combat role and she becomes "Captain Carter".

What If... Captain Carter Were the First Avenger 2

Using the Tesseract, Stark builds a weaponized, armored "Hydra Stomper" suit for Rogers to pilot. Carter and Rogers go on to fight in numerous battles with the Howling Commandos until Rogers is presumed dead while attacking a Hydra train.

Upon obtaining its location from Zola, Carter leads Stark and the commandos in infiltrating Schmidt's castle, where they find Rogers alive. Intending for Hydra to continue in Nazi Germany's place following its collapse, Schmidt uses the Tesseract to open a portal and summon an interdimensional creature, but it kills him. Carter and Rogers battle the creature until the Hydra Stomper runs out of power. As Stark closes the portal, Carter sacrifices herself by pushing the creature back into it.

Almost 70 years later, the Tesseract opens another portal, from which Carter emerges and meets S.H.I.E.L.D. operatives Nick Fury and Clint Barton - the latter recognising her as Captain Carter.

Battle of New York (2012)

During her time in the modern world, Carter joined S.H.I.E.L.D. and met Natasha Romanoff. They soon formed a bond and became best friends. Carter was also saddened to learn that Steve Rogers died in 1953. In 2012, Loki invaded New York City with the Chitauri. Carter helped form the Avengers, consisting of her, Romanoff, Iron Man, Hawkeye, Wasp and Loki's brother, Thor.

While fighting the chitauri, Carter displayed her combat skills, telling Romanoff she learned it in Berlin. Romanoff displayed her own, saying how she had a weird childhood. The Avengers then met up and Carter told Hawkeye and Wasp to get high ground while Iron Man and Thor help below. Carter then turned to Romanoff and told her they were taking a ride. Carter then leapt up onto a Chitauri Chariot and made her way to Stark Tower where she met up with Romanoff in front of Loki. Carter asked if she should go low while Romanoff went high, but Romanoff said they should just punch him. The two lunged at Loki, defeating him.

What If... the Watcher Broke His Oath? 1

In Captain Peggy Carter and Star-Lord T'Challa's respective universes, she fights Georges Batroc while he helps Peter Quill defeat Ego before the Watcher recruits Carter and T'Challa along with Doctor Strange Supreme, Erik "Killmonger" Stevens / Black Panther, "Party Thor", and a Gamora variant who battled on Sakaar alongside Tony Stark and killed her version of Thanos to form the Guardians of the Multiverse and stop Ultron, who plans to destroy the Multiverse.

The team prepares for battle in a universe lacking intelligent life, but Thor accidentally draws Ultron's attention. A battle ensues, which ends with T'Challa stealing the Soul Stone and Strange teleporting a horde of zombies onto Ultron, before escaping to Ultron's home universe. There, they meet its version of Natasha Romanoff before they are interrupted by a returning Ultron, who had defeated the zombies. The team manages to subdue Ultron, allowing Gamora to use the Infinity Crusher device in an attempt to destroy the Infinity Stones. However, this fails as the Crusher and the Stones are from different universes.

What If... the Watcher Broke His Oath? 2

Ultron re-engages the team and begins to overpower them until Romanoff, with Carter's help, shoots Ultron with one of Clint Barton's arrows, having uploaded Arnim Zola's A.I. onto it, so Zola can destroy Ultron's mind. With Ultron defeated, Killmonger steals Ultron's armor and Infinity Stones, intending to use them to "fix [their] worlds". After the group refuses to help him, Zola reactivates Ultron's body and fights Killmonger for the Stones before Strange and the Watcher freeze them in time and seal them inside a pocket dimension, which Strange agrees to watch over.

The Watcher returns Carter, T'Challa, Thor, and Gamora to their home universes, though Romanoff refuses to return to hers. Accepting her wish, the Watcher brings her to a universe where most of the Avengers were assassinated by Yellowjacket, where she rescues Nick Fury from Loki. The Watcher continues to watch over the Multiverse, which he now vows to protect.

In a mid-credits scene, following her return, Carter and her universe's Romanoff defeat Batroc before discovering the HYDRA Stomper armor with someone contained inside.
