Founder and 1st Generation HeadShinichiro Sano (佐野さの 真一郎んいちろう, Sano Shin'ichirō?) was the head and founder of the Black Dragon. He was the older brother of Manjiro and Emma Sano, as well as the older adoptive brother of Izana Kurokawa.

Shining Alliance Headmaster Imaushi Wakasa (今いま牛うし 若わか狭さ, Imaushi Wakasa?), or Waka (ワカ, Waka?) is one of the founders and captain of the Black Dragon Special Attack Squad. He was the leader of Brahman for a long time. He currently holds the title of Commando Chief in Kanto Swastika.

Appearance
Wakasa is a man in his mid-30s of average height with slightly feminine features. He wears a custom Brahmin uniform with flowers and butterflies embroidered on the sleeves. Underneath the large hood, he wears a loose white crew-neck T-shirt and a pair of sandals on his feet. His hair is two colors (violet and blonde) tied in a ponytail, with one loose strand of each color on each side of his face. He has droopy lilac eyes and a dango stick between his pursed lips, giving him a haggard and relaxed appearance.
