Joseph "Joe" West[1] (born September 9, 1968)[2] is the former police captain of the Central City Police Department, badge number 5936. Joe is also the widower of the late Francine West, the father of Iris West-Allen, Wally West, and Jenna West, the adoptive father/father-in-law of Barry Allen, and the boyfriend of Cecile Horton.

After Barry's mother was murdered and his father was wrongfully imprisoned, Joe adopted Barry and raised him as his own son. Over the years, the two formed a close relationship and began working together at the CCPD, where Joe was a detective. He also assisted Barry in his activities as the Flash. Eventually, after David Singh retired, Joe was promoted to police captain.

After becoming a target of Black Hole, Joe was forced to enter the witness protection program and leave Central City, but returned once the threat from the organization was over. In the Flashpoint timeline, Iris and Joe appeared to have tension due to not knowing that Francine was alive. After Flashpoint was dismantled, one of the consequences in the timeline resulted in Iris and her father becoming estranged, but they began to reconnect after Barry revealed the time travel. Wells' sacrifice, and in the final battle Iris killed Savitar, erasing him from existence.

After Barry disappeared into the Speed ​​Force, Iris assumed leadership of Team Flash and coordinated the heroic activities of Vibe and Kid Flash. After Barry's return, Iris continued her leadership duties, but eventually decided to return to journalism and served as mission control and dubbed herself "Eye in the Sky". When Iris and Barry's daughter from the future, Nora, appeared in the present, Iris discovered that her daughter hated her for putting a power-inhibiting chip inside her. Surprised to discover this, Iris decided that she would not do this in the future, and she began to become close to Nora while helping Team Flash defeat Orlin Dwyer/Cicada and a future version of Grace Gibbons. Upon discovering that her daughter was working with Eobard Thawne/Reverse-Flash, Iris showed no animosity towards her after discovering the reason why she worked with the villain. When Cicada's dagger was destroyed, Nora was erased from existence, leaving Iris and Barry devastated.
