Izana Kurokawa

Izana was a young man of average height, with large, empty violet eyes and a tanned complexion, owing to his half-Filipino heritage. His bleached-blond hair, styled in a center-parted style, appeared almost white. As the leader of the Celestial Empire, Izana wore a red coat, part of the Celestial Empire uniform, and hanafuda earrings. Izana Kurokawa is the leader of the Celestial Empire, meaning he commands his entire 1.5 billion-strong workforce. He is shown to be the strongest member of the entire Celestial Empire gang, and is even shown to be able to fight on par with Manjiro Sano.

According to Yasuhiro Muto, Izana is not only a capable fighter, but what makes him the strongest in the Celestial Empire is his "invincible instinct." This allows him to relatively easily read his opponent's moves and thus counter them.
