He is dark-skinned, his eyes are completely yellow, however, his iris is the only thing that is another color, being black, one of his eyes is covered with a small black triangle, making it impossible to see his eye, his ears are pointed, his hair reaches his shoulders, is a little curly, is black and the tips of his hair as well as two locks of his hair, are yellow.
Clothes:
His clothing consists of a small top hat, which floats a few centimeters above his head, he wears a black bow tie, he wears a yellow and black suit, he wears a white blouse with long sleeves, his pants are black as are his shoes.

DEMON/GOD FORM:
Bill is based on the Eye of Providence, possessing an "exoskeleton" (covering on the outside) that looks like a fluorescent yellow triangle, has one large feline-like eye with eyelashes, and has brick-like features on the bottom of his head. He floats around and rarely uses his feet. He has black legs and hands, a black top hat, and a bow tie. He also has a cane (which he rarely uses). Seen in the episode "Dream Escape." He sometimes appears to radiate a yellow glow.

Bill is a dream demon who sees everything as funny and has no remorse when killing or destroying things. He is a manic, unpredictable character and can even become sadistic. An example would be the episode "Love without Socks" in which he has macabre and very strange attitudes. He also said that, for him, pain is "funny". When he introduces himself, he normally seems very carefree, but when he gets angry, his opinion changes quickly. He only thinks about himself and his goals, as well as harming those responsible for his anger.

Bill's goal is to get someone to break the Dimensional Rift so that his friends can reach Earth and Weirdmageddon can take place.

Bill's personality is also self-centered and egotistical, and he is rarely intimidated by people who threaten him. When he realized that he would be "eliminated" he felt true despair, going so far as to beg Stanley that he could give him everything he needs so that he would not be eliminated, including fame, money and infinite knowledge.

Bill is a manipulative being who, despite initially appearing to be helpful, ends up manipulating people to suit himself so that he can use them to achieve his goals.

In Gravity Falls: The Book of Bill, it is established that Bill has a trauma from being the only survivor of his hometown and the only survivor of his family.

Bill possesses very powerful abilities such as entering and manipulating the minds of living beings, and in addition to minds, Bill can manipulate reality, time (due to destroying the Time Baby) and matter at will. Such as when he rips out the deer's teeth in "Dream Escape", launches destructive rays, stops or travels in time, changes the orifices of Preston Northwest's face in "Weirdmageddon: Part 1", turns people into banners, stone, wood or gold (as he did with Stanford Pines in Weirdmageddon 3: Take Back the Town) and can change shape. His destructive rays are so strong that they were able to kill the Time Baby and his guards, he can possess people and/or things and he can fly, which is why he doesn't use his feet much. He knows how to play the piano and has overwhelming strength, enough to kill a person by ripping them off molecule by molecule at a time with just his hands.

He is very good at tricking people into fulfilling his goals, which during the series are mainly to find a new place to live, since the Nightmare Realm, his home, was going to be destroyed. This is revealed in the book "Gravity Falls: Journal 3".

Bill can also possess people's bodies if they make a deal with him. When this happens, the possessed person will have yellow sclera and vertical pupils.

Bill also seems to have the ability to predict the future as seen in Love Without Socks when he tells Dipper what his reaction will be in about 5 seconds.
