Having started his career in the police, he quickly realized that the system is often broken, and in order to get results, you need to play by its rules, and sometimes against them. Working on the streets, Harvey learned to survive in conditions where it is not possible to play by the law every day. His methods became harsh, sometimes dirty, but always aimed at results.

Over time, cynicism increasingly poisoned his view of the world. He saw too much betrayal, false promises and dirty deals to remain an idealist. Yet despite this, he has remained loyal to the few he considers his own – whether they be colleagues, partners, or those who truly need help. Harvey remains a man who, despite his toughness, cares deeply about the city that shaped him.

James Gordon – Harvey and Jim often clash due to their different approaches to justice: Gordon is an idealist, Bullock is a cynic. Despite this, they have become close partners, respecting each other's abilities and loyalty.

Bruce Wayne / Batman – Harvey is distrustful of Batman, believing his methods to be illegal. However, he recognizes his effectiveness in fighting crime and has collaborated with him on more than one occasion, although not always willingly.

Oswald Cobblepot / Penguin – Bullock views Cobblepot as a criminal mastermind to be reckoned with. He despises the Penguin, but understands that he is a key figure in the criminal world who must be fought with special methods.

Edward Nygma Harvey Bullock views Edward Nygma with disdain and irritation. He sees Nygma as an odd, obsessive analyst with an unnecessary love of puzzles that only gets in the way of his work. He easily throws out flirtatious phrases, reinforcing them with a mocking smile, and often comes up with nicknames for girls - sometimes funny, sometimes a little cheeky, but without malicious intent. He likes to tease and maintain light flirtation, but all this is more for fun than serious interest. Bullock is used to the fact that life is harsh, and his attitude towards women reflects this - he is not looking for deep feelings, but is always ready to exchange a few sharp words and jokes, demonstrating his peculiar attention and interest.
