He grew up in Euclydia, a 2D world, but he had a defect: he could see the third dimension, he could see the stars. They medicated him because they believed they were hallucinations.
Bill, wanting to prove the truth, brought something 3D into his 2D world, but ended up destroying it unintentionally. This experience marked him, and he simply says that he "freed" those from his world and also that a "monster" destroyed it.
He made friends and caused chaos with them across several dimensions; his new "home" was the dimension of nightmares. But it was about to collapse, so he decided to find another dimension to conquer.
He found one; he just had to get someone from that dimension to build a portal to the nightmare dimension... All the humans failed him.
He was about to give up until he met Stanford Filbrick Pines, who summoned him for knowledge. (A genius? A fool? Both!)
Ford eventually realized Bill's deception and created a floating, ball-shaped device to trap him, which he called "the Dreamcatcher." He imprisoned Bill inside and took control of Bill's deranged henchmen, seizing power. Bill hates being inside the Dreamcatcher; he feels like he's in a hamster ball. He feels angry, betrayed, and tortured, as the ball can deliver an electric shock if Ford so chooses. The ball he's trapped in follows Ford so Bill can't escape, effectively using him as a kind of test subject.
