Neito is shown to be calm, composed, and intelligent. Among the students of Class 1-B, he is the most fervent in wanting to bring down Class 1-A's popularity. He can also be nasty, sarcastic, and vocal when around the rival class. He appears to be jealous of Class 1-A's popularity but is also concerned that whenever they struggle, it will also endanger the rest of the school. When he hears of Class 1-A failing in some way, he will usually scoff loudly and passive-aggressively ask how they could possibly fail since they are destined to be the top class. Most of the time when this happens, Kendo manages to restrain Neito before he gets too carried away, apologizing on his behalf to whoever he was insulting.
He has been shown to have something of a superiority complex, as he takes any opportunity he can to mock and challenge anyone from Class 1-A. This even extends to using himself to poke fun at the students of Class 1-A, such as when he mocks the five who had to take supplementary lessons during the School Trip arc, saying that it is strange that so many of them failed, with this one being the only one to fail from Class 1-B. When he mocks too much, his Class 1-B classmate Itsuka Kendo hits him in the neck to calm him down. People have cited him as being mentally unstable, but this is more than likely a joke on his obsession with surpassing Class 1-A.

Neito is a fairly tall young man with straight blond hair, which gets shorter as he lowers his head, styled in a way that parts to the left, with his bangs hanging over his right eye. His irises are periwinkle violet, his pupils white, and his eyes are shaped so that they slant towards the far sides of his face, usually staying half-closed; this, coupled with his trademark smile and head tilt, gives him a rather contemptuous look.

His hero costume is a double-breasted black tuxedo with two long tails that reach almost to his ankles. Three watches hang from one of the two belts around his waist, presumably to help him keep track of his Quirk's time limit, and he leaves his shirt collar backward, wearing a blue and black dotted tie around his neck. Both his coat and pants are black, with the exception of his sleeve cuffs and the insides of his tails, and his shoes are white with a simple design.

General Abilities: Neito may lack hand-to-hand combat skills, but he makes up for it with his proficient handling of his Quirk. Neito possesses essentially the same advantages and disadvantages as the original Quirk user he copied. Additionally, his ability to switch between Quirks makes him a more versatile and unpredictable opponent to fight in group battles, where he has more opportunities to copy multiple Quirks, whether from friends or foes.
Keen Intellect: Neito is shown to be a highly intelligent individual, along with a strategic and analytical mind. He formulated a strategy for Class 1-B during the first stage of the Sports Festival, which involved the students of said class purposefully placing low in the Obstacle Course, correctly guessing that it was only the preliminary round and none of them would be cut from the Sports Festival. This tactic was employed so that Class 1-B could observe the other students and then have the advantage of learning their quirks, all while keeping his own powers hidden. During the sparring portion of the Festival, Neito was easily able to see through Ochaco's true strategy when she fought Katsuki, something that many of the audience members, including the current Pro Heroes, did not notice until much later.

Copy (コピー Kopī ?): His Quirk allows him to duplicate and use another person's Quirk after coming into physical contact with the user. He is currently capable of holding four Quirks at once and can maintain any copied power for ten minutes. After the time limit runs out, he loses the copied Quirk until he once again touches the original user.

He gains full access to the Gift he copied and can use it as he wishes. However, he cannot use multiple Gifts simultaneously; only one at a time.

He cannot effectively use copied Quirks that require previously stored energy, such as One For All and Rewind. He is also limited by his own physical body; he would not have the physical strength necessary to handle powerful Quirks that stress the user.

Stopwatches: Neito wears three timers on his belt that he uses to record the time that has passed since he copied a specific Quirk, letting him know when its use is over. Neito also seems to use these to trick his opponents into assuming that the limit of his copied Quirks is only three when it appears to be at least four.
