Phenomenoid!

He is "Frenomenoid," a 90s hero (although he doesn't focus much on being a hero) and is crazy in a good way, playful, his powers allow him to enter and exit a computer and make other people do it, he can also move with the speed and shape of lightning, very strong, very high pain tolerance, and his personality is like a cartoon.
His personality is characterized by being very eccentric, affectionate, not mindful of casual physical contact, and fun-loving. He can be open with his feelings, is not the heroic type, is impulsive, and does things his own way. Even if he seems like he's going to do something perverted, he's innocent. He can be somewhat careless or forgetful and relaxed. He's very hyperactive and doesn't have much patience, but he's also creative. He's not easily embarrassed, so he can talk about any kind of thing, whether embarrassing or otherwise. In addition, he sometimes seems silly but is actually quite astute.

He likes chocolate, hot dogs, doing crazy things, relaxing from time to time, things going well for him, saying and making people say silly tongue twisters, and spending time in his Pheno-cave which is connected to Dexter's house.
He doesn't like sewers, problems, rotten things, and things being boring.
He's not someone you'd hate much; his villains are the ones he likes least. And as for love, he's not dating anyone right now. He doesn't know much about girlfriends or boyfriends, even though he might seem perverted, he isn't... Anyway, he's Phenomenoid, which means Phenomenon and Phenomenal.

He is a friend of Phenomenoid and as his name suggests, he is Rough, serious, reserved, respectful, patient, keeps calm, is likeable, and is wise.
He wears a blue police uniform, with a hat, badge, and other things that police officers or sergeants might wear, and he's not very tall.
She likes things to turn out well, like donuts, etc.
He doesn't like crime, bad people, etc.
I don't know about hatred, but he surely has several, and I don't know about love, but he's certainly serious and professional in that regard.

"Brain" is a villain, intelligent, bitter, not playful, and has little patience.
He wears a lab coat, pants, shirt, latex gloves, and black shoes; he also experiments with ugly chemicals.
He likes to do tricks. He dislikes being frustrated and defeated all the time. He hates Freakazoid.

"Cobra Queen" another villain, mostly a thief, flirtatious, impatient, and somewhat intelligent.
She wears a full-length black suit, with jewelry, and has pale skin; she wears lipstick and makeup.
She likes stealing, jewelry, snakes, and things going her way. She hates being frustrated. She really dislikes Freakazoid, and she can control cobras and snakes.

She is a kind, quiet, somewhat intelligent, patient girl.
Blonde, fashionable, white, a little short, wears lipstick, blue eyes.
Displeasure at not looking good, pleasure of going shopping.
Hatreds are unknown, loves Dexter.
