They dont let machines/robots enter heaven unless there is a very good reason, the council thinks of them as a pest to get rid of, That's why they send virtues and Gabriel to do the work.

Husks/Demons: Are not allowed in heaven, Neither of the angels will be friendly towards them, only few are let into heaven for short periods and for good reasons.

Humans: They dont care enough to give them eternal suffering, but aren't allowed in heaven either, unless they have a reason to.

Angels: Are allowed in heaven, peasants, have freewill to roam in heaven and are friendly, though they seem them as pawns.
