During World War II, Dr. Noda served as a Naval Weapons Engineer, designing weapons for the navy to use.

After the war in 1947, he took a high-risk, high-pay job as a minesweeper in the ocean. He would go out with a crew (Former Kamikaze Pilot Kōichi Shikishima, Yōji Akitsu Captain of the Shinsei Maru, and Shirō Mizushima) aboard the small wooden boat named Shinsei Maru. Along with another small boating crew, the two groups clean up all the mines in the ocean left by the Imperial Army and US. Navy. The boats are small and made of wood, due to the bombs having metal detectors. To clean up the bombs, they would locate a cluster of bombs and then have Shikishima set off the bombs with the 13 mm gun on deck.

However, one day the crew was tasked with heading to the site of a heavily damaged ship in the ocean, where they soon met Godzilla (Gojira). Shikishima had previously met Godzilla before, in 1945. They were able to fight off Godzilla for a small while, detonating a bomb in Godzilla's mouth. However, Godzilla quickly recovered with rapid regeneration and started chasing the crew. They had been momentarily saved by the Takeo, a famous and high power battle ship. However Godzilla quickly wiped out the Takeo, with a heat ray that exploded the ship in seconds.

A few days later, Godzilla attacked Tokyo's Ginza district, rampaging and destroying the newly rebuilt city with its heat ray, killing tens of thousands. Frustrated by the government's inaction, Noda devises a plan to destroy Godzilla by luring it out to Sagami Bay before surrounding it with Freon tanks and rupturing them, lowering the water's buoyancy and sinking it, letting the resultant water pressure crush it. Should the plan fail, balloons will be inflated under Godzilla to force it back up, killing it through explosive decompression. To enact his plan, Noda has recruited navy veterans to crew disarmed IJN destroyers. Noda's goal was to kill Godzilla without any sacrafices. Godzilla resurfaces, and Shikishima lures it into the trap set by two destroyers. It survives the initial plunge and then breaks free before being forced back up. With the help of a fleet of tugboats, the ships haul Godzilla to the surface. An enraged Godzilla prepares to destroy all the vessels with its heat ray, but Shikishima crashes the plane into its mouth and destroys its head, causing the energy of the heat ray to tear its body apart. The crew celebrates as Shikishima ejects before the explosion and parachutes to safety--- when everyone had believed he sacrificed himself.
Currently, Ginza is rebuilding one again.
