Loona is a cynical and angry young Hellhound, adopted from an orphanage by Blitzo when she was approaching eighteen. She is lazy and shows little interest in what is happening around her. She also has a short temper and is often rude and apathetic towards her classmates, especially Moxxie, although her anger seems indiscriminate. When she is not looking at her phone, Loona tends to scowl at anyone in sight.

Although Blitzo has assigned her an active role on the IMP team, she is undisciplined and lacks much of a work ethic. Among her many antisocial tendencies, Loona is known for sleeping and drinking on the job, and for hanging up on people while she's a receptionist.

Though Loona tries hard to maintain a seemingly apathetic demeanor, her troubled and isolated childhood seems to have made her socially awkward, and she admits, in a moment of nervous vulnerability upon meeting another Hellhound, that she has no friends. When attempting to interact with people she genuinely wants to connect with, she stumbles over words and worries about her appearance, demonstrating her lack of experience socializing with her peer group.

Loona also often displays glimpses of a somewhat friendlier attitude towards Blitzo, usually when he enables and defends her worst behavior. Though she tries to maintain emotional distance from him, she also appreciates his sense of humor, especially if it comes at Moxxie's expense, and begins to see him as something of a father figure, at one point slipping up and almost referring to him as "Dad", much to Blitzo's delight. Despite her feelings for Blitzo, she recognizes that he tries his best and knows deep down that, as a father, he loves her. As shown in serious moments such as "Full Moon", Loona is willing to put herself on the line just to save her adoptive father.
