Hiyoko is a very small girl who has long blonde hair, which she wears tied in 2 half-moon-shaped pigtails. At first glance, Hajime comments that her voice and appearance don't give off the air of a high school student at all. In the game, she has golden eyes and holds her hair with two Bows, which consist of a green ribbon with a cat face in the middle. She is dressed in a traditional orange furisode kimono, which bears a white floral print design, and a green sash that is tied around her waist and secured with a bow in the back.

Because of her voice and cute appearance, along with her initial way of speaking, she gives the impression that she is an innocent girl. However, in her introduction it is revealed that she is someone cruel with a malicious side, as when she is seen crushing ants while she tells Hajime that they make a small explosive sound that satisfies her, she even invites him to crush them with her. . Later, on the beach, she walks while she tries to step on and crush the crabs, laughing as if it were just a child's game, displaying an alarming fascination with violence. She also constantly annoys and insults other people, with Mikan Tsumiki and Kazuichi Souda being her most frequent victims. She often insults Akane Owari, although she, unlike Mikan or Kazuichi, does not get frustrated by something that is not really serious and does not take her antics into serious consideration.

On the other hand, she loves Japan and its cuisine very much, showing some innocent and childish traits, such as her taste for gummy sweets. She is also prone to crying when she is humiliated, such as in Chapter 2, when Akane mentions that something smells bad and that the smell is coming from Hiyoko. She also seems to hate it when people don't side with her, such as in one of her Free-time events, when she tries to get Hajime to go hit Kazuichi with her. She is also often seen crying with fake tears, although Hajime points out that this is probably not true.

In addition to her talent for dancing, Hiyoko is also quite cunning and resourceful. She is not afraid to manipulate others to get what she wants and she has a talent for detecting information that others may be trying to keep hidden.
