Pantalone is a Fatui banker, characterized by his eloquent long black hair and neck-strap spectacles. His hair is jet black and styled into a loose hairdo that is slightly wavy and down to his shoulders. His eyes are almost always closed or narrowed, and his thin glasses sit low on his nose. He almost always has a thin smile on his face. His eyes are a dark purple in colour, sharp and deceitful. Pantalone has pale skin, and a slender body that makes him quite tall. He wears a black turtleneck with three loosely eye like accessories on his collarbone. He can be seen wearing a fatui cloak. Said cloak is made from thick white materials, with white rabbit fur on the inside, and a lavish white satin on the exterior. The cloak has a fatui emblem sewn into the back, and jet black fur lining the neck of the cloak. He has black gloves on his hands, and silver rings on his slender fingers. He also has a sharp black crystal dangling from the top of his fatui cloak.

Pantalone is greedy and uses his high social standing to push others around and interfere with their business. Greedy. Deceitful. Sly. Cunning. Intelligent. Clever. Cold. Manipulative. Blunt. Coercive. Good at playing the hero. Good at pretending to be nicer than he actually is. Full of himself. Egotistical. The richest man in Teyvat.

Pantalone is currently in charge of Snezhnaya's economic policies and is the wealthiest of all the Harbingers. Tartaglia describes him as extremely ambitious. He has a unique understanding of wealth and his agenda revolves around making Snezhnaya the "heart that pumps money around the world." It is not clear why he wants to do this, but Scaramouche suggests that it has something to do with his idea of "fair exchange," which aims to reverse the natural imbalance between gods and humans. While Pantalone has not made an in-person appearance, he has influenced the Fatui's affairs in both Mondstadt and Liyue. Sometime before the Traveler arrived in Mondstadt, Pantalone booked the entire Goth Grand Hotel for the Fatui's exclusive use; while Goth was opposed to it due to the Goth family's motto of serving the people of Mondstadt, Pantalone paid for the entire intended duration upfront with an "unbelievably generous" offer.

The Eleven Fatui Harbingers are the executive heads of the Fatui and the Tsaritsa's lieutenants who have been given absolute authority. They also have had their abilities boosted with the Delusions granted to them by the Tsaritsa, which makes them far more powerful than normal allogenes. Each Harbinger leads their own division within the Fatui. Upon becoming a Harbinger, a person is given a new name and a codename. They are also assigned a ranking number, which is based both on the individual's power and their overall contribution to the Tsaritsa's cause in comparison to the other members. The Harbingers have disparate methodologies and motivations, which leads to frequent internal squabbling and a mutual lack of respect or trust among a number of its members. For example, during La Signora's funeral, Pulcinella announced that work would be halted for only half a day to mourn her loss, a decision which met derision from Pantalone. Arlecchino rebuked both Harbingers with the implication that they were cowards compared to Signora, leading both Childe and Sandrone to each remark on the bickering. Il Capitano did not remark on the bickering, but did not speak highly of Signora either, saying that "[her] methods tarnished her honor." Pierro ultimately ended their banter by telling them to put an end to their "foolish theatrics."
