His politeness is not only intended for employees and the public, he also shows it to his enemies. But Hirotsu also shows violent behavior, despite his gentlemanly manners, and it doesn't matter if he is rude to his enemies or colleagues. This is best shown when he and two Black Lizard commanders bullied Higuchi. He seems to be a diligent individual, always doing a good job and celebrating it with cigarettes, claiming that they taste exceptionally good. He criticizes slowness and bad behavior, which confirms that he is a punctual and serious person. Despite his cruelty, he can also be caring. This is confirmed when he and the Black Lizards come to warn Higuchi and then help her.
