Appearance:

She has pink skin, slight pink color hair, her ears are pointed and she has a tail. Her outfit changes to a black tube top, keeping the black arm sleeves, and also gaining wide white pants. However, she has red eyes and black sclera unlike her human form. Android 21 is also a rather tall woman, as she is slightly taller than Gohan.

Personality Part 1:

As noted, this side of Android 21 is pure evil, having nothing but a desire to devour all the Z Warriors to satisfy her needs of eating and gaining more power to the point of being seen as nearly insane. However, these desires do not cloud her thinking as she is capable of making rational decisions and assess the situation at hand. Sadistic and sociopathic, 21 will go to extreme lengths to gain the power she desires. Fitting with her evil nature, Android 21 was disgusted with her good self's way of thinking and views who had no will or desire to consume others for their power (similar to Frieza who is disgusted by Goku's good heart). However, she found this to be pleasing since it left her with the belief that no one could stand in her way and stop her from eating everything she wanted, mirroring Good Buu and Evil Buu's dynamic. Her personality resembles Android 21's from the previous arcs as she was essentially under her evil persona's complete control in those arcs.

Upon meeting Goku, Evil Android 21 gushed in his presence while referring to him as her "sweetie Goku" and proclaimed her intentions to eat him, licking her lips at the thought of consuming him. However, she reconsidered confronting him as she decided to save the best for last presumably due to the influence of Cell's cells, but she still took the opportunity to "snag" Instant Transmission which she used to escape. Ultimately, though, she eventually started losing control as she began running out of clones with her impulsiveness and need to feed her hunger increasing.

Personality Part 2:

She also believes that her good self is a hypocrite due to her refusal to not consume others as her hunger will only continue to grow worse and even encourages her to give in to her hunger believing it is the only way her good self can hope to stand a chance against her; this is presumably to make her good self a more enticing meal, though it may also be influenced by her wanting a decent challenge due to the influence of her Saiyan cells as she believes only her counterpart could match her. She is also caught off-guard by her good self's willingness to sacrifice her own life to stop her. Before the fission, while her evil personality was in control, she expressed a belief that Androids like herself, Android 18, and Android 17 had no need for human families when she attempted to eat Krillin. This belief likely explains why she had no love for Android 16 whom Android 21 murders in all three arcs while her evil side is in control, though in the Android 21 Arc this results in her fission due to her "heart" regaining control because of the anguish and guilt over his death—especially since this could have subconsciously reminded of her human son Gevo's death as 16 was built in Gevo's image. She also does not dismiss the possibility of seeking galactic conquest, which was implied to be her original purpose, although it is unclear if she was programmed to seek it and/or if it was due to the influence of Frieza and King Cold's cells. In addition, despite her evil nature and use of his technology, she had no real affection for Dr. Gero and only utilized his technology to suit her own goals which were all centered around satisfying her urge to feed and grow stronger, with galactic conquest a secondary objective at best.

Background:

Android 21 (Evil) is the evil persona of Android 21 that began manifesting after the cells of Good Buu were added to her. After the cells started going berserk, 21's hunger grew unstable, driving her mad.

At some point while still within her original self, evil Android 21 planned and utilized the link system created by Dr. Gero to seal the power and souls of Earth's warriors, in addition to the villains' Cell, Frieza, Nappa, and the Ginyu Force after they were revived by her. She planned on devouring them while they were paralyzed to satiate her seemingly bottomless hunger, as well as to steal their power. She also created a plentiful number of Clones of each individual warrior for the purpose of strengthening their artificial links and then devouring them also. But her plans would be constantly interrupted by the struggle against her good half, accompanied by Android 16. While she ultimately succeeds in suppressing her good persona during the first two arcs, in the Android 21 Arc, she is caught off guard when activating the Power Suppressing Wave machine has an effect on her allowing her good persona to regain control due to her evil persona being so surprised the machine's waves affected her as she originally intended them only to weaken her enemies allowing her to consume them easily.

Techniques and Special Abilities Part 1:

-Flight - The ability to fly utilizing ki.

  • Ki Blast - The most basic form of energy attack.

  • Survivability - Thanks to possessing cells from Frieza, Cell, and Majin Buu, Android 21 possess great survivability and endurance.

  • Hungry Beam - A move Android 21 uses to turn people into food.

  • Absorption: In all scenarios, she absorbs many clones. In the Super Warrior Arc, she absorbs Nappa, Cell, the Ginyu Force and finally Frieza. In the Android 21 Arc, she absorbs Cell after her fission in order to take on a more powerful form. Like Cell and Majin Buu, this makes her more powerful.

  • Sweet Tooth: which is said to work like Majin Buu's. Android 21 turns the opponent into a dessert (such as a donut, macaroon, or cupcake,) and then takes a bite out of the opponent, regaining some health. If this attack finishes the enemy off, she eats the opponent completely.

  • Connoisseur Cut - A move that lets Android 21 absorb an opponent's energy and use up to four of her opponents moves. There is a pool of eight moves she can copy with their availability depending on the enemy she took ki from. Notably, ki attacks copied with this move are red and black in color. In the final boss battle, Android 21 (Evil) seemingly does not actually have access to this move, instead already having access to the following techniques.

  • Kamehameha - One of the moves Android 21 can use after using Connoisseur Cut. Obtained from enemies somewhat connected to Goku.

  • Continuous Energy Bullet - One of the moves Android 21 can use after using Connoisseur Cut. A series of rapid-fire blasts. Obtained from enemies connected to Vegeta.

  • Android Barrier - One of the moves Android 21 can use after using Connoisseur Cut. Obtained from enemies connected to androids.

  • Instant Transmission - One of the moves Android 21 can use after using Connoisseur Cut. Also used to teleport Android 21 to the Sacred World of the Kai. Obtained from alien or godly enemies

Techniques and Special Abilities Part 2:

  • Connoisseur Cut: A move that lets Android 21 absorb an opponent's energy and use up to four of her opponents moves. There is a pool of eight moves she can copy with their availability depending on the enemy she took ki from. Notably, ki attacks copied with this move are red and black in color. In the final boss battle, Android 21 (Evil) seemingly does not actually have access to this move, instead already having access to the following techniques.

  • Angry Explosion: Used by Android 21 (Evil) in her final fight with her good half. She regains health as she charges it.

  • Danger Time: A technique used by Android 21 (Transformed, Evil) where she rush attacks the opponent before charging an energy sphere into her fist and then punching the opponent into the ground before finishing the attack with an Angry Explosion.

  • Hors d'Oeuvre Stab: Android 21 flies down towards the opponent from the air and strikes them into the ground.

  • Total Detonation Ball: Android 21 launches a ball of ki that flies across the screen and explodes on impact. The heavy version of this move will discard all her acquired moves in exchange for extra power.

  • Absolute Release Ball: A larger version of Total Destruction Ball. Used by Android 21 with her evil personality in control to destroy Android 16 in the Super Warrior Arc and Enemy Warrior Arc thus it is technically one of her techniques even though she is never seen using it as a fission

  • Regeneration: Thanks to possessing cells from Piccolo, Cell, Kid Buu and Good Buu, Android 21 possess one of the greatest regenerative capabilities in the series.

History Dragon Ball FighterZ Part 1:

Android #21 is one of the androids developed by Dr. Gero, and continued to be built by Gero's supercomputer after his death, similar to Cell. Before becoming an android, she was a scientist in the Red Ribbon Force, and had a child with Dr. Gero. After becoming an android, all her memories of her human life were erased.

She was created by uniting cells from several different researchers and warriors including Majin Buu. Her most dangerous quality is her desire to feed, capable of increasing her powers unlimitedly by eating other creatures. The cells in her body have started to lose control, forcing her to eat. This desire makes her a different person, who always tries to satisfy her desire to eat. She's always trying to take control, and Number #21 is always fighting to keep it under control. After discovering that her son's appearance was used on Android #16, she rebuilds him so he can help her maintain control.

However, eventually her desire to eat becomes uncontrollable, and she loses control. She then tries to perfect the technology of the suppressor waves and the link, which had been created by Dr. Gero but had failed to perfect them. She uses the Namekian Dragon Balls to revive Cell, Frieza, the Ginyu Special Forces, and Nappa. She then creates several clones of Earth's villains and warriors, and releases them to increase their powers and then she eats them.

When activating the suppressive wave machine, Number #21 was also affected and had its power reduced. With this surprise, the original persona of Number #21 manages to regain control of the body. She then starts to use the link system so that another soul can control her body, although the effect lasts for a short time. However, in the first two sagas, she eventually succumbs to her evil personality again.

History Dragon Ball FighterZ Part 2:

Goku and Krillin encounter Number 21 for the first time after sensing that Cell was facing someone. She pretends to be a normal person, and that Number 18 helped her escape from Red Ribbon, who are trying to take over the world again, and that Cell found them and defeated Number 18. She then lets Goku and Krillin take Number 18 , and says he will find his family. After Number 16 reveals to Goku and Krillin that Number 21 is the leader of Red Ribbon, she arrives. She says she didn't want them to team up with Cell, and since she's not at her full power, she set up the scene. She gets angry at Number 16 for soul-linking Goku. When Number 16 refuses to obey her, she transforms. Goku tries to stop her, but she launches a huge attack that destroys Number 16. With her energy drained, she then runs away. Goku follows her, but she launches an energy beam that knocks Goku down and expels his soul from her body. The soul eventually teams up with Cell, who encounters Number 21. She recognizes the soul and attacks. Cell tries to fight but as his energy was diminished by the suppressive waves, he is almost defeated. He uses the Taiyoken to escape, but passes out from exhaustion. The soul then returns to Goku's body.

Number 21 then starts looking for clones and other warriors to turn into candy and eat, to increase her strength. She finds Nappa, easily defeating and eating him. She then feels that Cell is nearby. Cell faces her, but is surprised that Number 21's strength has increased a lot in a short time. Cell is then also turned into candy and eaten, increasing Number 21's powers.

History Dragon Ball FighterZ Part 3:

The next to be defeated and eaten by Number 21 are the Ginyu Special Forces. Frieza appears, realizing that she has already eaten Cell. Number 21 says that Cell was weak, and that Frieza will be too. Angry, Frieza attacks her. However, Number 21 easily deviates and turns Frieza into candy, eating him and saying that he was the tastiest. She then decides to look for Goku and the others. In a volcanic area, she increases her powers so that Goku and the others can find her location. When they arrive, Number 21 flies to them. She can barely contain herself in anticipation of eating them. After talking about who she will beat, she increases her powers, but Goku asks for time. Surprised, she listens to her explanation of needing to fight elsewhere because she is too strong. The others hold on to Goku, and disappear with the teleportation. Number 21 then gets angry. Goku goes to the Sacred Planet, to ask the Kaioshins to fight there. Number 21 copies the teleportation and also appears next. Number 21 faces the heroes, but is defeated. With the combined power of Vegeta, Gohan, Krillin, Piccolo, Yamcha, Tien Shinhan, Majin Buu, and Goku's attacks; Number 21 is apparently obliterated. Nothing is left but the damage to the planet. That's what they thought Android #21 gets up and turns one by one into sweets and eats them starting with Vegeta then Gohan and Picolo and then it was Yamcha and Tien then it was Majin Buu and Krillin. the last one to be turned into candy was you and Goku. Goku was out of energy and fell to the ground and was turned into candy and eaten as well, only you were left.
