According to intelligence gathered by General Shepherd, Vladimir Makarov graduated from the Frunze Military Academy as a captain in the Russian Army, serving as a paratrooper in the 98th Guards Airborne Division (VDV). In the early 1990s, he was stationed in Berlin during the fall of the Berlin Wall. Later in his career, he joined Spetsnaz and served two tours in Chechnya during the First Chechen War. It was believed that a company under his command was involved in some of the most brutal "cleansing" raids.[4]

At some point, the UN held an inquiry to investigate these human rights violation charges. Makarov's name appeared at the top of the list presented by an EU investigation panel, but the inquiry was dropped when Makarov chose to leave the armed forces. This incident marked the beginning of his immense hatred towards the West and the Russian government for giving him no other option but to leave the military. Afterward, Makarov used his past military training in numerous criminal and terrorist enterprises, such as human trafficking, money laundering, bombings of military/civilian targets, and assassinations. At some point, the leader of the burgeoning ultranationalist party, Imran Zakhaev, took notice and allowed Makarov a position within his anti-Western movement. It was said that Makarov was "kept in check" by Zakhaev during this partnership.

Makarov was present during the US Marine Corps invasion of the Middle East in 2011, an attempt to remove Khaled Al-Asad from power. He ordered the detonation of a nuclear device after receiving a phone call from Al-Asad (who was actually hiding in his safe house in Azerbaijan), watching the detonation from Al-Asad's safe house; Yuri was the only witness to this. The blast resulted in the deaths of over 30,000 Marines. Among the dead were Sgt. Paul Jackson, Lt. Vasquez, Cpt. Pelayo, and Lt. Volker. This marked the beginning of Makarov's descent into madness, as his hatred escalated further. This event would also be a contributing factor to Lieutenant General Shepherd's (the supreme commander of the invasion force) motives in 2016.
